Range 1W, located at 10697 Center Road, Quilcene, WA 98376
PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES:
Release from a six-year development moratorium including a stormwater management permit and
State Environmental Policy Act (SEPA) Review. The applicant requests a full release from the
mandatory six-year development moratorium placed on Department of Natural Resources (DNR)
Forest Practice Application (FPA) timber harvest approvals. The applicant proposes to use the
approximate ten-acre parcel to build a single-family residence; any associated residential
development and develop approximately 3 acres of pasture. The remainder of the site is
approximately 5.90 acres or 60% of the site and will remain native vegetation. The applicant
submitted a Non-Wetland Determination Report prepared by Ecological Land Services dated January
17, 2019 and a revised report from Ecological Land Services received June 17, 2019. The property’s
previous owner, Fukue Hill received a Class III Forest Practices Application (FPA # 2614299 in June
2016). A subsequent owner, Cedarland Forest Resources LLC, harvested the property between June
2016 and August 2016. The applicant purchased the property in December 2016 after the harvest
was completed. The applicant submitted an engineered stormwater report by Ron D. Cleaver,
Professional Engineer.
PUBLIC HEARING AND WHERE TO VIEW DOCUMENTS:
The public hearing will be conducted on August 27, 2019 in the First Floor Conference Room of the
Jefferson County courthouse. The hearing will begin at or about 2:00PM.
The application and any studies may be reviewed at the Jefferson County Department of Community
Development. All interested persons are invited to (a) comment on the application; (b) receive
notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such
written comment(s)/request(s) to the Jefferson County Department of Community Development,
Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450.
SEPA INFORMATION AND DETERMINATION:
If the threshold determination is a Determination of Non-Significance (DNS) or a Mitigated
Determination of Non-Significance (MDNS), parties of record may appeal the decision to the Hearing

Examiner within 14 days of the final Notice of Decision. A Determination of Significance (DS) may not
be appealed to the Hearing Examiner.

UPCOMING CLOSURES: The Jefferson County Department of Community Development (DCD) office
will close to the public on Wednesday and Thursday August 28th and 29th from 1:30pm to 4:30pm
for the purposes of an office-wide retreat. DCD is undergoing Leadership and Team Development
which requires all staff to participate. These temporary afternoon closures affect all DCD operations
including permit intake appointments, reception, and staff consultations. Morning inspections will
still take place. No inspections will be scheduled for the two afternoon closures.
DCD offers an online scheduling calendar to request appointments, submit questions, and pay
consultation fees on our website front page. Appointment times for this new service are available
Tuesday-Thursday from 1pm-4:30pm. Customers must request appointments at least 48 hours in
advance. Walk-in hours are 10:30am-12pm Monday-Thursday. All walk-in meetings as well as
appointments require a minimum $50 for 30 minutes or $100 for 1 hour.
