Transfer Station: Site Improvement Project #4012043
Statement of Issue:
Recommendation to Award Contract for Construction to Nordland Construction NW Inc. of
Nordland, WA. The bid amount for the contract including state sales tax at 9% is $237,620.
Analysis/Strategic Goals/Pro's Et Con's:
Two bids were opened during the BoCC Public meeting on September 9, 2019. Based on
review of costs and qualifications of the apparent low bidder, the most qualified, responsible
and responsive low bidder was selected. The Engineers Estimate for this project was
$149,207.00. The relatively high bids we received are attributed to a robust level of
construction activity in the region. After some investigation with our Civil Engineer, other
projects have been bidding significantly over the estimate. The two bids we received were in
a similar range, indicating consistency in the interpretation of the documents.
Fiscal Impact/Cost Benefit Analysis:
Funding is from Solid Waste Capital Fund, which has adequate balance for this project.
Recommendation:
Public Works recommends the best course of action is to proceed and accept this Bid from
Nordland Construction. The Contractor is responsive and qualified. The Board is asked to
sign this Award of Contract where indicated, and return the one (1) signed original to Public
Works.
