Position: ENGINEERING SERVICES MANAGER/ASSISTANT PUBLIC WORKS DIRECTOR
Department: Public Works FLSA: Exempt-Administrative

1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for organizing,planning,managing and directing the
Engineering Division of the Public Works Department. Directly assists the Public Works Director
in organizing,planning, administration, and coordination of all Public Works functions including
but not limited to County Road Construction/Maintenance, Solid Waste,Parks and Recreation,
Flood/Stormwater Management and capital improvement projects.Acts as Public Works Director
in the absence of the Public Works Director.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion,within the scope of policy and
regulations, in the routine performance of their duties; supervision and guidance are received
from the Public Works Director.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position supervise subordinates 1) in the Engineering Division including the
following: engineering, architectural projects, development review, and transportation
engineering and 2)while assisting the Director may supervise staff in County Road Construction
/Maintenance, Solid Waste,Parks and Recreation, and Flood/Stormwater Management. Is
responsible for carrying out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include interviewing,hiring, and training
employees; planning, assigning and directing work; appraising performance;rewarding and
disciplining employees; and addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Prepares and administers county road improvement, capital improvement, and construction and
renovation programs. Ensures compliance with federal, State, and County standards, procedures,
and policies. Evaluates timelines, staffing, and production levels. Works with supervisors and
staff to accomplish tasks and set minimum standards. Works with other Divisions to assure work
performed is within timelines and established goals.
4.2 Develops and implements methods and practices to improve the work flow of assigned functions
and to assure that work is performed in accordance with appropriate statutes and regulations.
4.3 Directs Engineering Division employees and makes recommendations on personnel actions.
Provides training and development for engineering staff members.
4.4 Establishes annual work programs for engineering staff and identifies team approach to problem
solving and process improvements.
4.5 Participates with Management Team in developing, reviewing, evaluating, and delivering

Department's mission, values, goals,and objectives. Provides leadership to employees supervised
in delivering the Department's mission,values, goals, and objectives.
4.6 Oversees staff and process for engineering review of short plat, subdivision, and commercial
development applications received through other County departments related to stormwater
management issues and transportation adequacy, impacts,and improvements. Also oversees staff
and process responsible for other permit applications and franchises falling under Public Works
jurisdiction.
4.7 Prepares,administers,tracks, and reports on road construction,road administration, capital
improvement, construction and renovation, and other miscellaneous budgets,to assure
appropriate use of public funds,that contractual obligations are met, and the Department and
County goals are achieved within available resources. Develops revenue models and cost/benefit
analyses for division programs.Assures efficient and effective utilization of department
personnel, funds, materials,facilities, and time.
4.8 Identifies and monitors long and short range goals and objectives. Provides leadership, direction,
and guidance in implementation strategies and procedures. Assures effective communication of
strategies and issues.
4.9 Develops, administers, oversees,and manages road/transportation/capital project grant
applications, contract negotiations, grant reporting, and staff responsible for working on grants.
4.10 Works closely with the Public Works Director and other members of the Public Works
Management Team to make decisions and develop policies/protocol/process to solve problems
and make process improvements.
4.11 Assists Public Works Director by providing technical expertise and coordination services for
Jefferson County in case of an emergency or disaster.
4.12 Oversees safety function for division;monitors for safety hazards and unsafe practices;
participates in accident reviews; recommends corrective action when needed; organizes monthly
safety/staff meetings.
4.13 Performs other duties as directed.
5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES
5.1 Ability to read, analyze, and interpret common scientific and technical journals, financial reports,
and legal documents. Ability to respond to common inquiries or complaints from customers,
regulatory agencies,or members of the business community.Ability to write speeches and
articles for publication in a clear, effective,persuasive,and professional manner.Ability to
effectively prepare and/or direct preparation of, and present comprehensive reports,presentations,
budgets, and correspondence to top management,public groups, and/or boards.
5.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability
to apply concepts such as fractions,percentages,ratios, and proportions to practical situations.
5.3 Ability to define problems, collect data,establish facts,and draw valid conclusions.Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.

5.4 Ability to use a personal computer and software,computer terminal,calculator, and other office
equipment standard to areas of assignment and to adapt to new and/or modified equipment which
may be acquired.
5.5 Demonstrated successful supervisory and managerial experience. Ability to implement and
maintain sound organizational practices.
5.6 Maintain a high standard for accuracy, completeness,and efficiency in the preparation of reports
and budgets. Independent and self-motivated to meet required deadlines while simultaneously
completing other tasks.
5.7 Ability to communicate clearly and effectively with staff,other managers,the public,
commissions,and boards in public settings. Ability to effectively facilitate group discussions and
lead team-based problem solving work groups. Can prepare exhibits,handouts, and draw
diagrams in real time to communicate key points and information.

5.9 Ability to plan, develop,and implement policies and procedures,and ensure compliance with

response to regulatory changes/climate,economic and revenue forecasts,political nuances and
public input.

7.0 MINIMUM QUALIFICATIONS
7.1 Bachelor of Science Degree(BS)in engineering, architecture, building technology or a closely
related field from a four-year college or university and five(5)years of progressively responsible
experience in municipal government at a senior level in engineering or equivalent technical
position,with at least one(1)year as manager of discrete work unit including direct responsibility
for performance of a team and/or individual subordinates; or an equivalent combination of
education and experience.A Master's Degree(MA) in an appropriate field including public
administration may be substituted for one(1)year of experience.
7.2 Ability to successfully complete various required training classes and obtain certificates
necessary for functional skills performance,maintenance, and improvement.
7.3 Valid Washington State Driver's License and ability to maintain a valid license.
7.4 Registered Professional Engineer or Architect in Washington State.

8.1 While performing the duties of this job,the employee primarily works in an office environment
and may occasionally be required to work in the field. The job functions occasionally require the
ability to safely move about on construction or maintenance work sites under inclement weather
conditions, at any hour of the day or night. The employee occasionally works near moving
mechanical parts and in high,precarious places and is occasionally exposed to toxic or caustic
chemicals.
8.2 While performing the duties of this job,the employee is regularly required to stand;walk,use
hands to finger, handle, or feel; reach with hands and arms; and,talk, and hear. The employee is
frequently required to sit, climb,or balance, and stoop,kneel, crouch or crawl. The employee
must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job
include distance vision, peripheral vision and depth perception.
8.3 The noise level is the work environment is usually moderate.
