1.0 MAJOR FUNCTION AND PURPOSE
1.1 Plans,organizes, directs and monitors the activities and operations of the Roads Maintenance Division of
the Public Works Department.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the
routine performance of their duties. Supervision and guidance are received from the Public Works
Director/County Engineer.Review and collaboration with the Public Works Director/County Engineer is
required to successfully perform the duties of this position.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position direct the personnel of the Division through reporting supervisors, such as the
Road Maintenance Superintendent,Area Road Supervisor,Foreman, and Leads. Supervisory
responsibilities include interviewing,providing hire recommendations, and training employees; planning,
assigning, and directing work; appraising performance; evaluating and disciplining employees; addressing
complaints; and resolving problems. Carries out supervisory responsibilities in accordance with the
organization's policies, current labor agreements, and applicable laws.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Manages and participates in the development and implementation of goals, objectives,policies, and
priorities for assigned programs. Utilizes principles of Maintenance Management to effectively develop
and carry out a multi-year work plan with identification of proposed funding and scheduling. Evaluates
timelines, staffing, and production levels.Monitors and evaluates the efficiency and effectiveness of
service delivery methods and procedures. Works with supervisors to accomplish tasks and set minimum
standards.
4.2 Contributes to sound management through financial planning, forecasting,budgeting, allocating
resources, and monitoring division programs and budgets. Develops revenue models and cost/benefit
analyses for road programs.Assures efficient and effective utilization of department personnel,funds,
materials,facilities and time.
4.3 Develops, implements,modifies,and improves maintenance practices and procedures. Recommends and
administers policies and procedures. Researches maintenance practices and procedures of other
organizations or new technologies. Assures the success of day labor construction projects through
appropriate planning, coordinating, scheduling, and training of subordinates in construction process and
procedures. Establishes work rules and performance standards and evaluates the work of assigned staff.
4.4 Oversees and authorizes purchases and expenditures in accordance with Departmental policy. Plans,
coordinates, specifies, and facilitates the acquisition of equipment, materials, and supplies for
maintenance activities. Collaborates and coordinates with ER&R.

4.5 Acts as Division liaison for risk management issues and provides leadership in workplace safety in
accordance with County, WISHA, and OSHA safety requirements. Monitors for safety hazards and
unsafe practices; participates in accident reviews;recommends corrective action when needed; organizes
monthly safety/staff meetings.
4.6 Develops and directs the implementation of the overall Division training program. Monitors training and
re-certifications for employees in the Road Maintenance Division and is pro-active in addressing training
deficiencies.
4.7 Contributes to effective community relations. Responsible for systematic and successful approach to
Departmental response to citizen complaints associated with maintenance practices or other issues.
Collaborates with staff, other departments, citizens,public groups, and federal, state, and local agencies or
authorities to bring about effective operation and improvement programs.Negotiates and resolves
sensitive and controversial issues.
4.8 Coordinates with local, state, and federal agencies regarding environmental issues, emergency
management, mutual support and assistance,joint planning efforts, grants, and other concerns.Acts as
Public Works Liaison to Emergency Operations Center. Organizes,plans, and coordinates Department
disaster response activities in cooperation with Emergency Management.
4.9 Reviews right-of-way permit applications. Ensures that work performed on the right-of-way is inspected
for conformance with permit conditions and meets Departmental and other applicable standards.
4.10 Is available by phone to respond to 24-hour call out for emergency repairs to road system. Responds to
incidents and emergencies outside normally scheduled work hours such as floods,earthquakes,
windstorms, landslides and similar events affecting the road integrity and/or the safety of the traveling
public. Coordinates operations during emergency situations.
4.11 Performs other duties as directed.
5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES
5.1 Knowledge of heavy equipment, including maintenance, and the designed working parameters and safety
limitations of this equipment.
5.2 Ability to use a personal computer and software, calculator, and other office equipment standard to areas
of assignment and to adapt to new and/or modified equipment which may be acquired. Proficient with
database software, internet software,spreadsheet software, and word processing software.
5.3 Ability to apply common sense understanding to carry out instructions furnished in written, oral,or
diagram form. Ability to define problems, collect data,establish facts,and draw valid conclusions. Ability
to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with
several abstract and concrete variables.
5.4 Ability to apply knowledge of civil engineering, road building and maintenance techniques,bridges,
stormwater systems, mechanics, and equipment/material specifications.
5.5 Ability to be a leader with strong interpersonal and organizational skills and possess a positive, business-
like approach to problem solving.Ability to maintain a progressive working environment focused on
productivity,teamwork,fairness, and accountability.

5.6 Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports and budgets. Independent and self-motivated to meet required deadlines while simultaneously
completing other tasks.
5.7 Ability to plan, develop, and implement policies and procedures,and ensure compliance with local, state,
and federal health and safety regulations and within the framework of the department.
5.8 Ability to read, analyze, and interpret common scientific and technical journals, financial reports,and
legal documents.Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community. Ability to write reports in a clear, effective,persuasive,
and professional manner. Ability to prepare and/or direct preparation of,and present comprehensive
reports,presentations,budgets and correspondence to top management, public groups,and/or boards.
5.9 Ability to work with mathematical concepts such as probability and statistical inference.Ability to apply
concepts such as fractions,percentages,ratios, and proportions to practical situations.

7.0 MINIMUM QUALIFICATIONS
7.1 Bachelor's Degree in Civil Engineering, Construction Management, or closely related field and six(6)
years of progressively responsible professional/administrative experience in planning, design,
construction, and/or maintenance of public works projects with an emphasis on road and street systems or
equivalent experience in private sector contracting/construction management work, including three(3)
years as manager or supervisor of a discrete work division with direct responsibility for performance of a
team; or an equivalent combination of education and experience.
7.2 Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance,maintenance, and improvement.
7.3 Valid Washington State Driver's License.
7.4 Current First Aid Card(ability to obtain).
8.0 WORK ENVIRONMENT/PHYSICAL DEMANDS

8.1 Work is generally conducted in both an office and field environment. The job functions require the ability
to safely move about on construction or maintenance work sites under inclement weather conditions, at
any hour of the day or night. The employee is required to operate county vehicles.
8.2 While performing the duties of this job,the employee is frequently exposed to outside weather conditions.
Employee will work on job sites that may involve exposure to heavy equipment, loud noises,dust and
debris, and that require walking on uneven, rocky or rough ground. The employee is occasionally exposed

to moving mechanical parts; high,precarious places; fumes or airborne particles; toxic or caustic
chemicals; and risk of electrical shock. The noise level in the work environment is usually moderate but
may be loud when working around heavy equipment.
8.3 While performing the duties of this job,the employee is regularly required to sit; stand;walk; use hands
to finger, handle, or feel; reach with hands and arms; and talk or hear. Frequently required to use hands to:
feel or handle writing utensils, computers and office supplies, operate equipment which require repetitive
arm,wrist and hand movement. Occasionally required to stand, reach,climb, balance, stoop, kneel,
crouch,bend or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision
abilities required by this job include: close vision, distance vision, color vision,peripheral vision and
depth perception,the ability to adjust focus in order to detect problems, and perform work in limited light
conditions. Hand-eye coordination is necessary to operate the equipment used in this position. Ensures the
safety of employees and others in response to exposure to the hazards associated with this position.
