Position: ROAD MAINTENANCE SUPERINTENDENT FLSA: Exempt-Administrative
Department: Public Works UNION: Exempt

1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for managing all activities of the Road Maintenance Division of
the Public Works Department.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the
routine performance of their duties. Program guidance is received from the Public Works Director/County
Engineer. Review and collaboration with the Public Works Director/County Engineer is required to
successfully perform the duties of this position.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position direct and supervise the work of personnel assigned to the division through
reporting supervisors. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include interviewing,providing hire recommendations and
training employees; assigning and directing work; appraising performance; and rewarding and
disciplining employees.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Evaluates staffing and production levels; makes sure tasks are completed properly; and works with
supervisors to accomplish tasks.
4.2 Creates and implements annual,monthly, and weekly construction and maintenance plans,and programs
for the Roads Maintenance Division; establishes maintenance, construction and operations schedules
accordingly. Develops project strategies and evaluates results in cooperation with the County Engineer.
Utilizes a computer-based Maintenance Management system to establish work plans and budgets.
4.3 Collaborates in administration of a system for tracking and responding to citizen complaints. Investigates
and analyzes the situation, schedules appointments and resolves problems or complaints.
4.4 Develops and implements methods and practices to improve the work flow of assigned functions and to
assure that work is performed in accordance with appropriate statutes and regulations.
4.5 Evaluates employee performance and provides training and development for all staff members.
4.6 Oversees division capital projects. Identifies and monitors long and short range goals and objectives.
Provides leadership, direction and guidance in implementation strategies and procedures.Assures
effective communication of strategies and issues.

4.7 Prepares and administers division budget to ensure appropriate use of public funds. Ensures Department
and County goals are achieved within available resources. Develops revenue models and cost/benefit
analyses for division programs. Ensures efficient and effective utilization of division personnel, funds,
materials, facilities and time.
4.8 Provides leadership in workplace safety program in compliance with County, WISHA and OSHA
requirements. Monitors for safety hazards and unsafe practices; participates in accident reviews;
recommends corrective action when needed; manages, directs and participates in required safety
meetings; ensures that each employee remains current with safety training requirements.
4.9 Manages and directs the inspections required for County roads and road work.
4.10 Oversees and authorizes purchases and expenditures in accordance with Departmental policy. Plans,
coordinates, specifies and facilitates the acquisition of equipment,materials and/or supplies. Collaborates
and coordinates with ER&R.
4.11 Ensures that environmental permits are acquired and conditions followed for maintenance activities and
projects.
4.12 Organizes,plans and coordinates Section disaster response activities in cooperation with Emergency
Operations Centers(EOC).
4.13 Is available by phone 24 hours/day to respond to incidents and emergencies such as floods,earthquakes,
windstorms, landslides and other events. Coordinates Division response during emergencies.Acts as
liaison to Emergency Operations Center.
4.14 Performs other duties as directed.
5.0 REQUIRED KNOWLEDGE, SKILL AND ABILITIES
5.1 Ability to read,analyze and interpret common financial reports and legal documents. Ability to respond to
common inquiries or complaints from customers,regulatory agencies, or members of the business
community.Ability to write reports concerning change in a clear, effective,persuasive and professional
manner.
5.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply
concepts such as fractions,percentages,ratios and proportions to practical situations.
5.3 Ability to obtain and use data to guide decisions, analyze quantitative information and apply
mathematical concepts.Ability to define problems,collect data, establish facts and draw valid
conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram
form and deal with several abstract and concrete variables.
5.4 Demonstrated successful supervisory and managerial experience is required. Implement and maintain
sound organizational practices.
5.5 Ability to facilitate and conduct regular meetings with staff to foster a culture of open dialogue and
engage staff in problem solving.
5.6 Ability to read and interpret maps, surveys, construction plans and profiles, and material specifications.

5.8 Ability to plan, develop and implement policies and procedures, and ensure compliance with local, state
and federal health and safety regulations and within the framework of the department.

7.0 MINIMUM QUALIFICATIONS
7.1 Associate's Degree(AA)or equivalent from a two-year college or technical school in civil engineering,
construction methods, equipment maintenance or related field; or,two years of related experience and/or
training; and,a minimum of five(5)years' experience in construction,engineering or mechanical repair
work including or supplemented by a minimum of three(3)years' experience in progressively responsible
Public Works positions, including one(1)year of supervisory or lead experience; or equivalent
combination of education and experience.
7.2 Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
7.3 Valid Washington State Driver's License.
7.4 Current First Aid Card(ability to obtain).
8.0 WORK ENVIRONMENT/PHYSICAL DEMANDS

8.1 Work is generally conducted in both an office and field environment. The job functions require the ability
to safely move about on construction or maintenance work sites under inclement weather conditions, at
any hour of the day or night. The employee is required to operate county vehicles.
8.2 While performing the duties of this job,the employee is frequently exposed to outside weather conditions.
Employee will work on job sites that may involve exposure to heavy equipment, loud noises,dust and
debris, and that require walking on uneven,rocky or rough ground. The employee occasionally is exposed
to moving mechanical parts; high, precarious places; fumes or airborne particles;toxic or caustic
chemicals; and risk of electrical shock. The noise level in the work environment is usually moderate but
may be loud when working around heavy equipment.
8.3 While performing the duties of this job,the employee is regularly required to sit; stand;walk; use hands
to finger, handle, or feel; reach with hands and arms; and talk or hear. Frequently required to use hands to:
feel or handle writing utensils, computers and office supplies, operate equipment which require repetitive
arm,wrist and hand movement. Occasionally required to stand,reach, climb, balance, stoop,kneel,
crouch, bend or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision

abilities required by this job include: close vision,distance vision,color vision, peripheral vision and
depth perception,the ability to adjust focus in order to detect problems, and perform work in limited light
conditions.Hand-eye coordination is necessary to operate the equipment used in this position. Ensures the
safety of employees and others in response to exposure to the hazards associated with this position.
