Position: PARKS AND RECREATION MANAGER FLSA: Exempt-Administrative
Department: Public Works UNION: Exempt

1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for organizing, planning, managing and directing all activities of
the Parks and Recreation Division of the Public Works Department.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the
routine performance of their duties; supervision and guidance are received from the Public Works
Director.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position lead,manage and supervise Parks Maintenance,Fields Maintenance,Recreation,
Clerk Hire, Caretaker Camp Host, and volunteer positions. Carries out supervisory responsibilities in
accordance with the organization's policies and applicable laws. Responsibilities include guiding and
coaching, motivating, interviewing,providing hire recommendations, and training employees; planning,
assigning and directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Leads,manages and supervises the development of parks and recreation, including parks maintenance,
parks programs and recreation programs.
4.2 Prepares and administers the Parks and Recreation maintenance and operations, and parks improvement
budgets to assure appropriate use of public funds.Assures Department and County goals are achieved
within available resources. Develops revenue models and cost/benefit analysis for division programs.
Assures efficient and effective utilization of department personnel,funds, materials, facilities and time.
4.3 Oversees capital projects. Conducts long and short range planning for major facility elements such as
buildings, fields,roof replacements, fencing, HVAC,playgrounds, electrical systems and/or water
systems. Provides leadership, direction and guidance in implementation strategies and procedures.
Prepares project cost estimates and budgets for review and approval.
4.4 Administers grant agreements and funding and manages grant funded projects. Develops, oversees and
manages grant applications,contract negotiations and reporting for grants and contracts.
4.5 Oversees safety function for division in accordance with policy; monitors for safety hazards and unsafe
practices; recommends corrective action when needed; and organizes safety/staff meetings. Inspects and
assesses the safety of park facilities.
4.6 Collaborates with local law enforcement organizations for park safety and community policing.
4.7 Serves as liaison to Parks and Recreation Advisory Board(PRAB)and other community groups. Works
collaboratively; recommends changes to the user systems,programs and services. Ensures effective
coordination of activities and plans.

4.8 Coordinates and collaborates with public and private sector agencies to further shared goals and creatively
respond to challenging community health, safety, economic,parks,recreation and open space issues.
4.9 Directs and manages park caretakers, camp hosts, and volunteers.
4.10 Develops use agreements and licenses for park development, park leases and facility tenants.
4.11 Evaluates recreation programs and parks operations. Reports results to staff and public officials.
4.12 Participates on Public Works financial management team,management team, and Parks and Recreation
team to develop annual program-driven budget.
4.13 Develops and utilizes plans as appropriate, including the Parks,Recreation and Open Space
Comprehensive Plan, site master plans,resource management plans and recreation program plan.
4.14 Responsible for organizing and conducting reservations and events at Park facilities.
4.15 Performs other duties as directed.
5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES
5.1 Ability to read,analyze, and interpret common scientific and technical journals, policy and regulations,
and legal documents. Ability to respond to common inquiries or complaints from customers,regulatory
agencies or members of the business community.Ability to write speeches and articles for publication
that conform to prescribed style and format. Ability to effectively present information to top management,
public groups,and/or boards of directors.
5.2 Ability to obtain and use data to guide decisions, analyze quantitative information and apply
mathematical concepts. Ability to define problems,collect data, establish facts and draw valid
conclusions using advanced statistical tools.
5.3 Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and
deal with several abstract and concrete variables.
5.4 Ability to maintain and utilize management information systems and databases, use Microsoft Access,
Word,Excel, Outlook, Publisher, GIS and other common applications.Ability to adapt to new technology
and/or modified equipment which may be acquired.
5.5 Demonstrated advanced leadership, managerial and supervisory experience is required.Implement and
maintain sound organizational practices.
5.6 Requires thorough knowledge and ability in the areas of park development,maintenance and management
and the field of recreation.Ability to recognize and grasp community park needs and interests,and to
develop and implement sound, balanced approaches to meet those needs.
5.7 Requires expert knowledge of community recreation programming design, leadership, and
implementation.Ability to develop relationships with community leaders.
5.8 Maintain a high standard for accuracy, completeness and efficiency in the preparation of reports and
budgets. Independent and self-motivated to meet required deadlines while simultaneously completing
other tasks.

5.9 Ability to communicate clearly and effectively with staff, other managers,the public, commissions and
boards in public settings. Able to effectively facilitate group discussions and lead team-based problem
solving work groups.
5.10 Ability to be a leader with strong interpersonal and organizational skills and possess a positive, business-
like approach to problem solving. Ability to maintain a progressive working environment focused on

5.11 Ability to plan,develop, and implement policies and procedures,and ensure compliance with local, state

7.0 MINIMUM QUALIFICATIONS
7.1 Bachelor's Degree in recreation, leisure services, landscape architecture, or a closely related field from an
accredited four-year college or university and five(5)years of progressively responsible experience in
recreation or parks with at least one(1)year as manager of a discrete work unit including direct
responsibility for performance of a team and/or individual subordinates; or an equivalent combination of
education and experience in the public sector or for a non-profit agency.
7.2 Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
7.3 A Valid Washington State Driver's License.
7.4 Certified Parks and Recreation Professional(C.P.R.P.)desired.
