V .:r 5I/t; Gs° MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, September 16, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding strike for Climate Change, and Forests in Crisis. • Comment regarding an increase in the price of fuel, the cost of raising children and retiring and other statistics. • Comment regarding the use of fossil fuels in the County, the Growth Management Act(GMA), local businesses, psychology of anxiety, lack of housing, food and medical care. • Comment and gifted bread crumbs to the Commissioners in correlation to the bread crumbs he received in his request to shorten hours at the Jefferson County Sportsmens Association. • Comment regarding more information on the Hood Canal area roundabouts, and the need for more collaboration between the permitting department and the Assessor's Office. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. AGREEMENT,Amendment No. 1 re: Lake Anderson Management Plan;No Dollar Amount, Time Extension Only; Jefferson County Public/Environmental Public Health; Washington State Department of Ecology 2. AGREEMENT re: Nearshore Education& Outreach Programs; In the Amount of$29,037; Jefferson County Extension, Washington State University(WSU);Northwest Straits Marine Conservation Foundation 3. AGREEMENT re: Thorndyke Road M.P. 4.71 Culvert Replacement, County Project No. 18020580; In the Amount of$100,550; Jefferson County Public Works; KPFF Consulting Engineering 4. MINUTES re: Special Meeting Minutes of September 5, 2019 and Regular Meeting Minutes of September 9, 2019 1 Commissioners Meeting Minutes of September 16, 2019 5. Payment of Jefferson County Vouchers/Warrants Dated September 9, 2019 Totaling $512,165.03 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 6. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated September 6, 2019 Totaling $243,665.90 and Dated September 7, 2019 Totaling $150,358.18 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) The meeting was recessed at 10:01 a.m. and reconvened at 10:06 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 10:00 a.m. to 10:15 a.m. Chair Dean announced that the Executive Session will be held from 10:07 a.m. to 10:22 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 10:23 a.m. Chair Dean announced that the Board will be extending the Executive Session from 10:26 a.m. to 10:36 a.m. The Board concluded the Executive Session and resumed the regular meeting at 10:36 a.m. The meeting was recessed at 10:37 a.m. and reconvened at 10:45 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and reviewed their meeting schedules. The meeting was recessed at 11:42 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Informational Briefing re: Puget Sound Partnership Near Term Action(NTA) Funding • Briefing re: 2019-2021 Work Program Status Update • WSU Extension Director introduction The meeting was recessed at 3:19 p.m. and reconvened at 3:25 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION- Continued: County Administrator Philip Morley reviewed the following with the Board. • New OPNET Interlocal Agreement; informational briefing • Marbeled Murrelet • Timber Caucus meeting; to be discussed next meeting 2 Commissioners Meeting Minutes of September 16, 2019 NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 4:30 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
