MINUTES
Week of October 14, 2002
The meeting was called to order by Chairman Richard Wojt. Commissioners Glen
Huntingford and Dan Titterness were both present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator David
Goldsmith reported on the following:
· Charlie Courtelyou, State Department of Natural Resources, has asked if the Board wants to go on a
surface mining tour in Jefferson County. The Board said that they are interested in learning about
reclamation efforts and they asked that DNR be contacted to set up the site visits.
* The 2003 Budget will be available in final green bar form this week. There will be a resolution on the
Board's agenda next Monday to adopt the current amounts until the first part of December when the
2003 Budget will be officially adopted by the Board. There are two outstanding issues: the Public
Defender's contract is being reviewed and revised, and the Assessor's Office will have additional
figures on the final property assessment by the first part of December.
* Mediation on the Public Works Teamsters contract will continue this week at the Courthouse. The
contract has been open for almost a year.
* The Port Townsend Arts Commission has asked to display original art by local artists on the first
floor of the Courthouse. The best way to maintain the plaster and brick walls and be able to change
the art work easily is to mount picture railings. The estimate for these railings is $6,000. The Arts
Commission has been informed that the County cannot afford this expenditure. They plan to come
before the Board to discuss other options.
* Commissioner Huntingford mentioned that he received an email from the City of Port Townsend
regarding the water level in Lord's Lake. The lake's level is at 18 feet and they are concerned about
the lack of rainfall and are urging people to conserve water.
* Chairman Wojt stated that he feels there is a real need in the County for an Enforcement Officer and
he wants DCD to establish this position in the 2003 Budget.

PUBLIC COMMENT PERIOD: The following comments were made: when is the BOCC
going to let the Tri Area residents know what the County has planned for the community?; is it within the
Planning Commission's authority to designate a UGA?; who is going to write the subarea plan for the Tri
Area?; the County should do a LAMIRD designation in the Tri Area rather than a UGA; and water and
stormwater are both going to be big problems in the Tri Area.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Titterness
moved to approve and adopt the Consent Agenda as presented. Commissioner Huntingford seconded the
motion which carried by a unanimous vote.
1. RESOLUTION NO. 64-02 re: Adopting the Cost Allocation Plan for Fiscal Years 2002 and 2003
2. AGREEMENT Amendment #1 re: Juvenile Rehabilitation Program; Jefferson County Juvenile
Services; Washington State Department of Social and Health Services (DSHS)
Barbara Bowen, Jefferson County Health and Human Services, Natural Resources
Division re: Appointment of Members to Serve on the Conservation Futures Citizen Oversight
Committee: David Goldsmith explained that the Conservation Futures Citizen Oversight Committee is
currently being established. There are 4 vacant positions and 3 people have submitted letters of interest. This
will leave an open position for a representative from the South County. The makeup of this committee
includes 4 positions that represent standing interests (Land Trust, Conservation District, City of Port
Townsend Parks and Recreation and County Parks and Recreation) and 2 at large positions from each
Commissioner District who may also represent specific interests such as forestry or agriculture.
Barbara Bowen, the staff person for the Committee, reported that their meeting is scheduled for November 4
and the goal is to have a full slate of members by that date. The term limits on this Committee are 4 years,
but staggered terms will be required for the initial members. Lige Christian, Will O'Donnell, and Dennis
Schultz have submitted letters of interest. Barbara Bowen added that Dennis Schultz was a very active
representative for District 3 during the first phases of the process, but redistricting boundaries have moved
him into District 1.
Commissioner Titterness asked if these 3 people will fill the specific criteria for the remaining positions?
Barbara Bowen replied that once the Board is established, there may be a need to adjust the focus of a few of
the members who have more than one interest.
Commissioner Huntingford moved to appoint Lige Christian, Will O'Donnell, and Dennis Schultz to the
Conservation Futures Citizen Oversight Committee. Commissioner Titterness seconded the motion which
carried by a unanimous vote.

Update on Chimacutn Creel Parl~ Project: Nik Worden, Wendy Ward, and County
Engineer Robert Turpin, Public Works Department, were present to answer the Board's questions about this
project. Commissioner Huntingford explained that there was an article in the newspaper about the
Chimacum Creek acquisition including the features planned for the park, including a ramp for launching
kayaks. He asked if they knew of plans [bra boat launch in tlnat area? Nik Worden explained that originally
State Fish & Wildlife didn't want a boat launch in the area because of possible water contamination.
However, a boat launch may be a possibility for the County property further down the beach.
County staff expressed their frustration because there has been a lack of communication from State Fish &
Wildlife staff on this entire project. Bob Turpin stated that the only phase of the project that will come
before the County ibr public comment is a road vacation that is scheduled to go before the Hearing
Examiner on November 19. The Parks and Recreation Advisory Board will be reviewing the road vacation
application on November 13 and make a recommendation to the Hearing Examiner.
Commissioner Titterness stated that the County needs to contact Fish & Wildlife and ask for specific details
on the Chimacum Creek Park proposal. Bob Turpin agreed to draft a letter for the County Commissioners'
signature that will be sent to the Director of Fish & Wildlife.
