Commissioners Glen Huntingford and Dan Titterness were both present. Don White, Port Townsend Arts Commission re: Display of Local Artist's Art Work in the Halls of the County Courthouse: Don White explained that for the past several years the Port Townsend Arts Commission has asked the County to purchase original art by local artists to display at the Courthouse, but funding hasn't been available. As an alternative, the County Commissioners have agreed that some of the Courthouse walls can be used to display local art. The artwork will be changed every 3 months. The cost of the proposal to mount picture rails and wires that will maintain the character of the architecture depends on the square footage covered and the materials. $4,000 would be adequate to do the project if the original proposal is modified. Don White noted that he was told that the County is planning to refurbish the first floor of the Courthouse next year. He asked the Board to allocate $4,000 from this project for the picture rails. The Board agreed to discuss this option further. Commissioner Huntingford mentioned that he has concerns about the subject matter of the artwork that will be chosen to be on display. Don White replied that the County and the Arts Commission will agree on the criteria before the project is initiated and there will be a County representative on the selection committee. PUBLIC COMMENT PERIOD: The following comments were made: A member of the Housing Authority Board read a letter requesting that the County Commissioners conduct a full investigation of the Housing Authority's operations and financial records and added that he will resign from the Board if nothing is done; and several County employees came forward to say that they feel the walls of the Courthouse are not an appropriate place to display artwork that may be for sale. Commissioner Huntingford seconded the motion which carried by a unanimous vote. 1. Request for Twelve (12) Month Extension of Preliminary Long Plat Subdivision Approval, #SUB95- 0005, Creekside II; To Divide Approximately 94.5 Acres Into 130 Residential Lots with Approximately 73 Acres of Open Space; Located off of Timberton Drive, Port Ludlow; Port Ludlow Associates, Applicant BID OPENING re: Solid Waste Recycling Services: Aubrey Palmer and Richard Talbot, Public Works Department, were present to read the bids on the solid waste recycling services that were received. Richard Talbot reported that all the bids that were received were read. Commissioner Huntingford moved to direct Public Works staff to review the bids for accuracy and make a recommendation for bid award. Commissioner Titterness seconded the motion which carried by a unanimous vote. BID OPENING re: One (1) New Flat Bed Body and Articulating Telescoping Aerial Device: Terry Logue, ER & R Manager, was present to read the bids that were received. Pacific Utility Equipment Company: $13,052 plus tax for Flatbed $42,180 plus tax for Aerial Device Altec: $58,467 plus tax Terry Logue added that the Altec bid listed additional options. Commissioner Titterness Huntingford moved to direct Terry Logue to review the bids for accuracy and make a recommendation for bid award. Commissioner Huntingford seconded the motion which carried by a unanimous vote. HEARING re: Proposed Ordinance to Establish a Program to Administer the Community Investment Fund: Chairman Wojt opened the public hearing and Commissioner Titterness explained that the Legislature authorized rural counties to retain a portion of the sales tax to be used to stimulate their economy. Hearing no testimony for or against this ordinance, the Chair closed the public hearing. Page 5 Commissioners Meeting Minutes: Week of October 21, 2002 Commissioner Huntingford asked Ann Avery, Director of the: EDC, to clarify the information about the interest rates on the loans. She replied that there is language in the final ordinance that references the Public Works Construction Fund which allows for a lower rate of interest. Commissioner Tittemess moved to adopt ORDINANCE NO. 11-1021-02, establishing a program to administer the Community Investment Fund. Commissioner Huntingford seconded the motion which carried by a unanimous vote. The Board met from 11:15 to 11:30 a.m. in EXECUTIVE SESSION with the Deputy Prosecuting Attorney regarding potential litigation.
