MINUTES
Week of January 27,2003
The meeting was called to order by Chairman Dan Titterness. Commissioner Glen
Huntingford and Commissioner Wendi H. Wrinkle were both present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator David
Goldsmith reported on the following items:

Fort Worden Parking Fees: There is time this afternoon before the workshop to discuss the proposed
payment of$5,000 to offset parking fees at Fort Worden State Park. Commissioner Huntingford has
agreed to call each of the Lodging Tax Advisory Committee members to ask their opinion.
Central Services Director Position: Three persons were interviewed for this position, but none were
exactly what the County needs for this position. The position will be re-advertised after the job
description is reviewed and the advertisement will indicate that this position is more than a
department head and the person that is hired could become a Deputy County Administrator.
The Public Defender Contract: The Clallam-Jefferson Public Defender, the agency that contracts to
do this work, asked if they could be the main counsel as well as the conflict counsel for Jefferson
County. In the past these services have been 2 separate contracts. An ethics committee reviewed and
rejected idea. The Public Defender contract will be ready for approval in a few weeks and then the
County will issue an RFP for the conflict counsel services.
Fiber Optics Study: The draft feasibility study on the fiber optics project was received last week. It
appears that the County's needs can be satisfied in a very cost effective way. Regarding the use of
new technologies for connection to the internet, the County has issues with the amount of data and
the security of data that would eliminate satellite technology as an option to serve the County's needs.
Representation on the Health Board: The PUD has asked that the Commissioners consider including
their organization on the Board of Health. There could be some potential conflicts of interest for the
PUD if they sat on this Board. There is a possibility they could serve on the Health Board in an "ex-
officio" capacity.

PUBLIC COMMENT PERIOD: The following comments were made: Jefferson County
needs to revisit the critical area ordinances as part of GMA requirements; the general public did not know
that the Fred Hill Materials decision was legislative and not quasi-judicial before the hearing was held; it is

sad to see that the PLC filed suit against the County on the agreement negotiated with the City; the County's
economy relies heavily on transfer payments to retirees and problems with some of the large corporation
pension funds will hurt the County's economy; a member of the Fort Worden Advisory Committee reported
that the State Auditor has advised that the County can make a contribution of funds to cover the newly
imposed parking fees at Fort Worden because: 1) funds provided to a State agency is not a gifting of public
funds, 2) this would be an appropriate use ofLTAC funds, and 3) it would also be an appropriate use of the
County's General Fund monies; the impacts to the economy of the area if these parking fees are imposed
were reviewed; the drug problem in Jefferson County is of epidemic proportions and what is the County
going to do about it?; the County owns habitat for fish and properties for flood control that they have not
developed; is the County going to continue to provide the services required by the State as unfunded
mandates or will these services be eliminated?; the Quilcene well transfer is proceeding, but it will be delayed;
can the PUD do something about transferring this well on a contractual basis; and questions have been asked
about the application of sewer sludge on the forests in the County and there haven't been any answers.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Huntingford moved to approve all of the items on the Consent Agenda as submitted. Commissioner Wrinkle
seconded the motion which carried by a unanimous vote.
1. AGREEMENT, #03-64003-006 re: Community Development Block Grant (CDBG) Funding for
2003 to Provide Public Services to Low-Moderate Income Persons Within Jefferson and Clallam
Counties; Services Provided by Olympic Community Action Programs (OlyCAP); Washington State
Department of Community, Trade and Economic Development (CTED)
2. AGREEMENT, ARS # 0363-17684 re: Alternative Response System Services; State Department of
Social and Health Services (DSHS)
Larry Fay, Environmental Health Director re: West Nile ViruslMosquito Control: Larry
Fay reported to the Board that there are several issues related to the West Nile Virus including mosquito
control and possibility of mosquito control districts. The West Nile Virus outbreak started in New York in
1999 and spread across the northeast in 2000. In 2001, a nationwide surveillance was started to see how it
was spreading across the country. It was moving across the country more rapidly than expected and 2 birds
and 2 horses were found positive for the virus in Washington State in 2002. Two human cases have been
reported in the State but they did not originate here. There have been about 4,000 cases and 259 deaths from
this virus nationally since it started, by comparison, the flu kills about 34,000 people each year.
The State Department of Health has prepared a mosquito borne disease response plan and they have
identified a number of roles for local Health Departments and the State Department of Health. The State
sees itself in a data management and technical support role. They see local health departments in a
surveillance role and a public information role. This spring the Health Department will start surveying
mosquito breeding areas. The Health Department sees their role as education and surveillance.

Commissioner Titterness asked if the County is responsible for mosquito control? Larry Fay answered that
the County is responsible for mosquito control on County properties and at County facilities. Stormwater
facilities could be potential mosquito breeding areas. The County's role is to identify nuisance areas and
abatement. Abatement means that the County would have to identify that the mosquitos that carry West
Nile Virus are present and then suggest abatement measures. There aren't many areas of the County where
mosquitos are a problem.
Citizens need to take measures such as putting screens on windows, wearing long sleeved shirts, using
pesticide sprays, and avoiding contact with mosquitos. There should be no standing water on their property.
He then reviewed the process for creating a Mosquito Control District and explained that 2 years would be
the minimum amount of time needed to create a district.
Request/or Payment 0/$5,000 to Washington State Parks to Delay the Implementation of
Parking Fees at Fort Worden for 2003: Commissioner Huntingford advised that he talked with 3 of the 4
members of the County Lodging Tax Advisory Committee about using $5,000 of their contingency fund to
pay a portion of the parking fees at Fort Worden. They agreed that these funds could be used for this
purpose.
Commissioner Huntingford moved to approve the payment of$5,000 to Washington State Parks from the
Hotel/Motel Contingency Fund to help with the funds necessary to delay the implementation of the parking
fees at Fort Worden State Park in 2003.
The Board attended a workshop on capital improvement projects including the Dispatch
/Emergency Operations Center, Sheriffs Annex, and Castle Hill Administrative Buildings.
