The trees growing in the detention pond are all red alder, are adolescent in size, being generally less than 12 inches in diameter. Due to their conflict with stormwater infrastructure, we recommend their removal. Kyle Craig visited Bayview Village and furtherJohn Bornsworth visited the property later. Ourassessment, opinions and recommendations are included in this letter. Please contact us with questions you may have regarding this report. Assicinment & Purpose: 1. Evaluate stand of red alder (Alnus rubra) trees around community detention pond. 2. Provide management recommendations for the tree. Professional Assumptions & Limitations This report summarizes the data collected during our site reconnaissance and assessment, our conversations regarding the project, and our professional opinions and recommendations. The results and recommendations of this report represent our professional opinion compiled from biological forensics, information provided to us, referenced material and our experience. Our recommendations are compiled with industry standards, best - available -science and currently accepted best management practices. Additional project specific limitations: • Consultant's employees visited the property on 6/ig/3.g and 6/28/3.9. This report summarizes site characteristics as they were observed this day only. • This report is intended forthe exclusive use of the Client and their agents and only for specific application to the referenced property. This report should not be applied to any other tree or other property for any purpose. • Our evaluation assesses only the trees identified within the scope of this project. • Fungal isolation, laboratory diagnostics, subsurface explorations, aerial inspections, and other advanced diagnostics were not applied unless specifically identified in this report. • Base of trees were covered in dirt and groundcover species. I www.peninsulaeg.com I (36o) 504-3825 6/25/19_ Bayview Village, Port Ludlow, WA 98365 Assessment & Evaluation 3 Project Description/Action Area • The storm water detention ponds are located between Windrose Dr. and Ludlow Bay Rd. in the community of Port Ludlow, Washington. They occupy the base of the north -facing hillside slope overlooking Port Ludlow Bay. On the aerial map provided by the HOA, the pods are located on the northeastern edge of area 3. • The Bayview Village Homeowners Association is seeking the necessary permits to allow the removal of a number of trees (red alders) along the base of the slope which are encroaching upon the southern edge of the storm water detention ponds and potentially jeopardizing their function. 4 Observations & Assessment ■ The stand ofaldertrees is growing along and into the detention ponds along theirsouthern edge. At least one of the alder trees has collapsed into the pond, and there are numerous saplings growing from within the pond. • The detention ponds are almost entirely filled with detritus and decaying plant matter from the annual leaf -fall of red alder. According to the HOA, the routine dredging of sediment that should occur has not been possible due to the presence of the alders, which block equipment access. Due to this, the detention ponds are filled with sediment. ■ According to the HOA, the presence of vegetation in the detention ponds is a significant threat to their proper functioning and they could potentially overflow onto Ludlow Bay Rd. and properties to the north. • A letter from professional engineers and licensed geologists with Coastal Solutions LLC dated January 5th, 2oi6 indicates the red alders must be removed to retain detention pond function. 5 Recommendations • We recommend the full removal of red alders, per Coastal Solutions LLC report dated January 5th, 2o16. * The cut red alders should be removed in a manner that minimizes disturbance to slope and lower vegetation and debris should be chipped and retained at a depth of no more than 3 inches within the forested area, away from stormwater lagoon. Any legal description provided to Consultant is assumed to be correct. Any titles and ownerships to any property are assumed to be good and marketable. Consultant assumes no responsibly for verification of ownership or locations of property lines, or for results of any actions or recommendations based on inaccurate information. It is assumed that any property is not in violation of any applicable codes, ordinances, statutes or other governmental regulations, unless explicitly stated otherwise. 2. Consultant assumes no responsibilities for legal matters in character. Consultant assumes all property appraised or evaluated is free and clear and is under responsible ownership and competent management. 3. Any evaluation or assessment carried out was restricted to the property and the plants or landscapes within the Scope of Assignment. No assessment of any other plants or landscapes has been undertaken by Consultant. The conclusions of this report do not apply to any zones, landscapes, trees, plants, or any other property not explicitly covered in the Scope of Assignment. 4. The total monetary amount of all claims or causes of action the Client may have as against Consultant, including but not limited to claims for negligence, negligent misrepresentation, and breach of contract, shall be strictly limited to solely the total amount of fees paid by the Client to Consultant pursuant to the Agreement for Services as dated for which this Assignment was carried out. Further, under no circumstance may any claims be initiated or commenced by the Client against Consultant. or any of its directors, officers, employees, contractors, agents, or Assessors, in contract or in tort, more than 12 months after the date of this Assignment.
