Jefferson County
Board of Commissioners
Agenda Request
To: Board of Commissioners
Philip Morley, County Administrator
From: Monte Reinders, PE, Public Works Director/County Engineer
Agenda Date: October 7, 2019
Subject: Federal Lands Access Program Match Agreement, Undie Road Relocation
County Road No. 150009 and 151009
Statement of Issue: Public Works applied in 2016 and was awarded Federal Lands
Access Program (FLAP) funds for the above referenced project. The attached Match
Agreement with the Federal Highway Administration (FHWA) is necessary in order to
initiate the expenditure of FLAP funds by Western Federal Highway Lands (WFL) division.
Analysis/Strategic Goals/Pros £t Cons: Undie Road on the north bank of the Bogachiel
River slid into the river and disconnected access to homes, USFS trailheads and the
Olympic National Park. This road access was also designated by US Congress as part of
the Pacific Northwest Trail. Jefferson County relocated Undie Road to higher ground in
2016 as an emergency project funded by FEMA. This new primitive emergency road is
called Undi Road Bypass, County Road No. 151009. Permanent improvements are
needed to secure long-term access to federal lands. This project will be performed by
WFL engineers to widened the bypass alignment and add guardrail for improved access
to trailheads and Jefferson County residents.
Fiscal Impact/Cost Benefit Analysis: This agreement commits WSDOT toll credits in the
amount of $312,422 (13.5%) as match for the FLAP funds. The County receives project
benefit valued at $2,001,814 as performed by WFL. No County road funds are
programmed for this project in the adopted 6-year TIP.
Recommendation: The Board is requested to authorize the chair of the Board to sign
three originals of the federal Match Agreement and return all three originals to the
Public Works department for further processing.
Department Contact: Wendy Clark-Getzin, PE, Transportation Planner, 360-385-9162.

The final Match will be determined based on actual expenditures at the conclusion of project work. Matching cash funds
