Wetland Memorandum to file for parcel #: 902233004 located at 345 Casselary Road, Port Townsend, WA 98368
Thomas and Naomi Horner applied for a septic permit, SEP19-00181, on July 30, 2019. Jefferson County Department of
Community Development (DCD) was asked by Jefferson County Environmental Health to review the septic permit due to
critical areas present on the property. An existing wetland report by Westech from September 2017 was on file for the
parcel. DCD asked the septic designer, Tim Thomas, to show the wetlands on the septic site plan at which point a secondary
wetland report was submitted on August 21, 2019. Ecological Land Services prepared the second report in June 2019. The
reports were determined to be contradicting. DCD staff made a site visit and determined that the two class IV wetlands had
little ecological function and value. Both wetlands located on site are exempt from the critical areas chapter due to size and
low value and will not be regulated by Jefferson County Code (JCC) 18.22.300(2). No buffer will be associated with the
wetlands, however, no destruction of or building in the designated wetlands will be permitted. All future permits will follow
this memorandum.
