HomeMy WebLinkAbout102119_ca06 sOco DRAFT MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, October 14, 2019, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the at the Jefferson County Sportsmens Association(JCSA) and surrounding area not having an effect on the animals at the animal shelter. • Comment requesting more information regarding a potential resolution re: HB 1406. • Comment regarding noise at the JCSA not being an issue. • Comment regarding shooting activities at the JCSA. • Comment regarding noise at the JCSA. • Comment regarding the noise at the JCSA and surrounding areas not being an issue. • Comment regarding shooting activities at the JCSA. • Comment regarding signage for unmuffled compression brakes that are posted in other jurisdictions. • Comment regarding continued support of the local equestrian park, and some people misuse the facility by using the area as target practice. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Proposed Ordinance Expanding the Current No Shooting Area Located on the Coyle Peninsula(Ordinance No. 12-1208-14); Hearing Scheduled for Monday, November 4, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA(Publishing dates amended later in meeting) 2. AGREEMENT re: Safe Routes to Schools Program, State Route (SR) 116 and Cedar Avenue Pedestrian Improvements, Project No. 1802057, County Road No. 637109; In the Amount of $880,300; Jefferson County Public Works; Washington State Department of Transportation 1 DRAFT Commissioners Meeting Minutes of October 14, 2019 3. AGREEMENT re: Civil, Structural and Environmental Engineering for Naylor's Creek Culvert Replacements, located at West Valley Road, M.P. 2.59 and Gibbs Lake Road M.P. 1.82; In the Amount of$198,849; Jefferson County Public Works; Sargent Engineering, Inc. 4. AGREEMENT re: Port Hadlock Sewer Facility Plan Update; In the Amount of$67,299; Jefferson County Public Works; Tetra Tech, Inc. 5. AGREEMENT NO. SEATHA-VER3-JeCoPH-00037,Amendment No. 1 re: Lower Big Quilcene Floodplain Demolitions and Replanting Project; No Change in Dollar Amount; Jefferson County Environmental Public Health; Washington State Department of Ecology 6. AGREEMENT NO. SEANWS-2019-JeCoWS-00007 re: Shorelands Northwest Straits, Jefferson County Marine Resources Committee Operations and Projects; In the Amount of $164,186; Washington State University (WSU), Jefferson County Extension; Washington State Department of Ecology 7. Deed of Right re: Salmon Recovery Purposes, Lower Big Quilcene Floodplain Acquisitions; Parcel No. 991 200 503 and Parcel No. 991 200 505; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office 8. Request to Convene re: Hearing Property Tax Appeals for the Year 2019; Jefferson County Board of Equalization 9. MINUTES re: Regular Meeting Minutes of October 7, 2019 10. Advisory Board Appointment re: Lodging Tax Advisory Council (LTAC); Unexpired Term Expires, August 15, 2020; Diana Smeland, Port Ludlow Associates 11. Payment of Jefferson County Vouchers/Warrants Dated October 3, 2019 Totaling $195,808.70 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 12. Payment of Jefferson County Payroll Warrants Dated October 4, 2019 Totaling$853,399.18 and A/P Warrants Done by Payroll Dated October 4, 2019 Totaling$817,465.36 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) The meeting was recessed at 9:48 a.m. and reconvened at 10:00 a.m. with all three Commissioners present. PROCLAMATION re: Proclaiming the Second Monday in October as Indigenous Peoples Day: Members of the Jamestown S'Klallam Tribe and Makah Tribe sang songs and spoke about the importance of Indigenous Peoples Day to them. After all three Commissioners read aloud the proclamation, Commissioner Sullivan moved to approve a proclamation proclaiming the Second Monday in October as Indigenous Peoples Day. Commissioner Brotherton seconded the motion which carried by a unanimous vote. UPDATE re: Conservation Futures Project Agreements: Natural Resources Program Coordinator Tami Pokorny briefed the Board on the Tarboo Forest Addition and the Snow Creek Middle Reach Forest Protection projects. Northwest Watershed Institute Executive Director Peter Bahls and Jefferson Land Trust Executive Director Sarah Spaeth also provided comments. 2 DRAFT Commissioners Meeting Minutes of October 14, 2019 DISCUSSION AND POTENTIAL ACTION re: Intent of Jefferson County to Authorize a Sales and Use Tax for Affordable and Supportive Housing in Accordance with Substitute House Bill 1406: County Administrator Philip Morley gave a presentation explaining how Jefferson County and the City of Port Townsend would benefit from the sales and use tax. After review, Commissioner Brotherton moved to approve RESOLUTION NO. 52-19 re: Declaring the Intent of Jefferson County to Authorize a Sales and Use Tax for Affordable and Supportive Housing in Accordance with Substitute House Bill 1406 (Chapter 338, Laws of 2019), and other Matters Related Thereto. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. The meeting was recessed at 11:32 a.m. and reconvened at 11:41 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 11:30 a.m. to 12:00 p.m. Chair Dean announced that the Executive Session will be held from 11:42 a.m. to 12:12 p.m. with the County Administrator and Central Services Director regarding Real Estate; to Consider the Minimum Price at which Real Estate will be offered for sale or lease under exemption RCW 42.30.110(1)(c) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 12:12 p.m. The meeting was recessed at 12:12 p.m. and reconvened at 1:31 p.m. with all three Commissioners present. BRIEFING re: Six-Year Transportation Improvement Program(TIP) and Bridge Conditions Report: Public Works Director/County Engineer Monte Reinders, Transportation Planner Wendy Clark-Getzin and Engineering Services Manager briefed the Board on the Six-Year TIP. After reviewing the plan, Planner Clark-Getzin requested that the Board approve a hearing notice. Commissioner Sullivan moved to approve a HEARING NOTICE re: The 2020-2025 Six-Year Transportation Improvement Program (TIP); Hearing Scheduled for Tuesday, November 12, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington. Commissioner Brotherton seconded the motion. After a brief discussion, Chair Dean called for a vote on the motion. The motion carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Continued Status on 2019-2021 Work Program o Emergency Management o Public Works—Hadlock Wastewater Project, Solid Waste, Roads and Olympic Discovery Trail o Human Resources 3 DRAFT Commissioners Meeting Minutes of October 14, 2019 CORRECTION re: Consent Agenda Item No. 1 re: Proposed Expansion of the Coyle No Shooting Zone: The deadline to publish the hearing notice date of October 16, 2019 was missed. Commissioner Brotherton moved to approve changing the publication dates of the hearing notice to October 23 and October 30, 2019. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The hearing date remains the same. The meeting was recessed at 3:31 p.m. and reconvened at 3:37 p.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 3:30 p.m. to 4:30 p.m. Chair Dean announced that the Executive Session will be held from 3:38 p.m. to 4:29 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney and Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 4:29 p.m. NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 4:30 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
