SUBJECT: Appoint Member of the Jefferson County Risk Management Committee
(RMC) Per Resolution No. 54-19 (No Expiration of Terms): Director of
Emergency Management Willie Bence as County Safety Officer; and Director of
Central Services, Mark McCauley as a FLSA Exempt Representative
STATEMENT OF ISSUE:
On July 23, 2018 Central Service Director, Mark McCauley was designated the County Safety Officer for
Jefferson County with the recommendation that once operations under the Department of Emergency
management(DEM) Director Willie Bence were well established, the County would revisit whether the
County Safety Officer designation would return to the DEM Director or remain with Central Services.
After more than a year of experience, DEM Director Willie Bence has expressed interest in service as the
County's Safety Officer and be appointed to serve on the Risk Management Committee.
Pursuant to Resolution 54-19, continue Central Services Director mark McCauley's services on the Risk
Management Committee by appointing him to serve as the second FLSA Exempt Representative on the
Committee.

RECOMMENDATION:
It is recommended that the Jefferson County Board of County Commissioners approve appointment to the
Risk Management Committee as configured under Jefferson County Resolution No. 54-19 Director of
Emergency Management Willie Bence as County Safety Officer and Central Services Director, Mark
McCauley as a second FLSA Exempt Representative.
