CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Special
Meeting to order at 2:05 p.m. in the presence of Port Townsend Council Member Michelle
Sandoval, Amanda Funaro, Terry Smith, Roy Walker, Kathy Morgan, Lori Fleming, Frank
Hoffman, David Rymph, Peggy Webster, Brian Nash, Sheriff Joe Nole, and Facilitator Lizanne
Coker. Also present was Juvenile Services Director Barbara Carr and Public Health Director
Vicki Kirkpatrick.
Commissioner Sullivan clarified that this is a Special Meeting of the Task Force.
MOTION TO TABLE AGENDA ITEMS: Member Hoffman moved to table the following
Agenda Items: 5 Year Plan Draft, Review of Jefferson County 10 Year Plan and the 5 Year Plan
Racial Equity Tool. Member Webster seconded the motion. The motion carried.
TASK FORCE MEMBERSHIP & JOINT OVERSIGHT BOARD APPOINTEES:
Members Funaro, Smith and Hoffman agreed to serve, if appointed, to the Joint Oversight Board
(JOB). They will attend the next JOB meeting on August 28, 2019 at 1:30 p.m.
DISCUSSION & POTENTIAL ACTION: Mark Blatter (OlyCAP) addressed the Task Force
and explained the plans for the 7th and Hendricks project. He requested a Letter of Financial
Support for the Center. Discussion followed. Member Morgan clarified that if the Washington
State Housing Trust Fund Tax Credit application was denied, the $75,000 would not be
allocated. Members of the public commented in favor of supporting the project.
Member Walker moved to support the request and prepare a letter to the J.O.B. Member Webster
seconded the motion. The Motion carried.
PUBLIC COMMENT PERIOD: 3 Members of the public expressed thanks to the Task Force
for supporting the OlyCAP project.
FUTURE MEETINGS and AGENDA ITEMS: The next regular meeting will be held on
August 28, 2019 at 2:00 p.m. at the Cotton Building in Port Townsend.
ADJOURNMENT: Member Sullivan adjourned the meeting at 3:31 p.m.
