Recommendation
Ms. Bacchus applied for a geotech waiver during the course of a septic permit application. Ms.
Bacchus plans to construct a single-family home. Ms. Bacchus' property is mapped as a slight
landslide hazard area. I have reviewed Ms. Bacchus' waiver request, available map and data, and
completed the attached geohazard checklist. Ms. Bacchus will implement applicable best
management practices during construction. The entire parcel is sloped at approximately 15.9%
and the septic area has an approximate gradual slope of 14.5%. Based on our available data, Ms.
Bacchus' site, proposed development, and analysis from the geohazard checklist I find that the
standards for a geotechnical report waiver, under Jefferson County Code 18.22.370, have been
satisfied.

Please read this form carefully and be aware that, in applying for and receiving a permit
for development, you are knowingly and willfully seeking a waiver from the requirement of a
professional geotechnical report describing your Property, proposed development, and potential
risk of earth movement. Your Property contains a mapped Geologically Hazardous Area, a
Critical Area as defined by Chapter 18.22 of the Jefferson County Code. Mapped Geologically
Hazardous Areas may contain site features, such as soil, hydrology, or topography features that
increase the risk of earth movement, which may present a risk to life and property. In accordance
with permitting the construction of the items described and listed below within an
Environmentally Sensitive Area, Applicant(s) acknowledge and agree as follows:
1. Applicant(s) desire to construct a new septic system and a new single-family residence.
The Property is located within a Geologically Hazardous Area with a slight Landslide
Hazard Area. Applicant(s) agree that they are fully aware of the risks inherent in
development in a Geologically Hazardous Area and slight Landslide Hazard Area.
2. Applicant(s), as their own free and voluntary act, accept, and assume all risks of loss or
damage arising out of the conditions described herein and further agree to relieve
Jefferson County, its agencies, divisions, officers, agents, and employees of any
liability, damages, claims, or other expenses arising as a result of or allegedly as the
result of the approval of the development and the approval of the Applicant(s)' proposed
development.
3. Applicant(s) agrees to and shall hold harmless and indemnify the Jefferson County, its
agencies, divisions, officers, agents, and employees from and against any and all
liability, loss, claims, suits, damages, costs, expenses (including attorney's fees) that
may arise at any time, occur or be generated as a result of any reduction in the fair

market value of the Applicant(s)' Property and/or any damage to personal property or
personal injury by reason of the conditions existing now or any time hereafter on or
around the Applicant(s)' Property or due to any design, development, or construction
pursuant to the building permit, stormwater management system approval, septic permit,
or any other development permits issues thereunder by the Jefferson County, its
agencies, divisions, employees, agents, officers, or representatives pursuant to any then
applicable state statute, administrative code, regulation, or Jefferson County ordinance.
4. If any term of this Waiver is to any extent invalid, illegal, or incapable of being
enforced, such term shall be excluded to the extent of such invalidity, illegality, or
unenforceability; all other terms shall remain in full force and effect.
5. All associated permits must be obtained or development must be substantially started
within one-year from the effective date of this Waiver. If this condition is not met, the
Waiver shall be void.
6. Development and associated permits must substantially comply with the Exhibit "A"
Site or Development Plan.
7. This Waiver is not a permit of any type.

hereby request a waiver from the requirement for a geotechnical report under JCC 18.22.370, in association
with the critical area review and protection standards under Jefferson County Code ('JCC') 18.22.170 for permit
application :5-6%1 (if applicable),
Jefferson County Code 18.22.370 Waivers - JUSTIFICATION
The Unified Development Code Administrator may waive the requirement for a special report when an applicant
demonstrates the following:
(1) The proposal involved will not affect the critical area in a manner contrary to the goals, purposes and
objectives of this code. Specifically, address the following elements of the proposal: (1) a description of the
geologic setting; (2) topography; (3) soils; (4) hydrology (explain where/how rainwater flows on the property);
and (5) evaluation of the proposal impacts upon known geologic hazards.
(2) The minimum protection standards required in 18.22.170(2)(3)(4) are addressed in this proposal. Specifically,
address the following protection standards: (1) drainage and erosion control; (2) clearing and grading; and (3)
vegetation retention.

runoff control BMP's to ensure stormwater stays on site. Refer to DCD stormwater forms and information.

Fees are required in accordance with either of the following_
1. AnV additional time required to review this request in conjunction with an existing permit application
will be killed $94 per review hour and invoiced_separatel_y.
2. A stand-alone review of this request without a concurrent permit application requires a minimum of 3
hours staff time. Required fees: $282 base, $24 scan, and 5% technology fee is due at the time of this
application, If additional staff time is required to process the application, it will be billed at an hourly
rate of $94.
A site visit may be required to inspect the property.
Waiver approval is valid for one year and only grants relief from specific requirements within Chapter 18.22
Critical Areas of Jefferson County Code. If the proposal substantially changes, the proponent must submit a new
waiver request and fee for DCD review.
Upon approval from the Unified Development Code Administrator the property owners will be required to
execute an Indemnity and Release & Waiver with Jefferson County.

1- Minor slope — The property slopes eastward toward Quilcene bay, with slopes ranging from
10-15%. The proposed development (house and drainfield lies on a thirteen percent slope.
2- Vegetation — The proposed development does not require removal of native vegetation,
and an undisturbed buffer of approximately 50' will remain downslope of the development
area.
3- Distance to moderate / high land slide risk areas — There are no landslide risk hazards
mapped between this property and sea level. (see exhibit A)
4- No signs of erosion, or landslide activity in area of proposed development
