SCHOOL FUND }
WHEREAS, Jefferson County constantly seeks to streamline processes and procedures to enahance the
efficiency and effectiveness of county offices; and
WHEREAS, combining two separate funds into one fund would allow for internal controls,
accountability and enhanced efficiency and effectiveness; and
WHEREAS, WSU Cooperative Extension has one fund for Cooperative Extension programs and
another for the 4H After School program; and
WHEREAS, the new WSU Cooperative Extension Director has requested that the two funds be
combined;
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby
directs the Jefferson County Auditor to inactivate Fund 113-000-010-4H After School Fund, effective
January 1, 2020. The Jefferson County Treasurer will transfer all 4H After School funds then existing in Fund
113 to Fund 108; and
BE IT FURTHER RESOLVED that the Jefferson County Board of Commissioners hereby directs the
Auditor to move all 4H After School 2019 and 2020 revenue and expenditure budget lines from Fund 113 into
Fund 108 using the appropriate BARS coding.

RE: Request for Board of County Commissioners approval of a resolution directing the
inactivation of the 4H After School Fund—Fund 113-000-010.
STATEMENT OF ISSUE:
The 4H After School Fund was established to provide healthy after school activities for school
aged children and adolescents. It is a small fund with just over $50,000 in annual expenditure
budgets. The new WSU Extension Director, Cliff Moore, has asked that the fund be combined
with the WSU Cooperative Extension Fund—Fund 108. He sees no benefit to having 4H After
School funds be separate from WSU Extensions other funds. If fact, having two funds needlessly
complicates budget execution and monitoring.
ANALYSIS:
Funds collected through the assessment since its creation have been deposited into the WSU
Cooperative Extension Fund—Fund 108 -which is not consistent with the ordinance that created
the assessment. In order to be consistent with that ordinance a Noxious Weed Control Fund must
be created.
The attached resolution directs the Jefferson County Auditor to inactivate Fund 113-000-010—
4H After School Fund, effective January 1, 2020. The Jefferson County Treasurer will transfer
all 4H After School funds then existing in Fund 113 to Fund 108. It also directs the Auditor to
move all 4H After School 2019 and 2020 revenue and expenditure budget lines from Fund 113
into Fund 108 using the appropriate BARS coding.
FISCAL IMPACT:
This request has no fiscal impact—it simply moves funds and budget from one fund to another.
RECOMMENDATION:
That the Board of County Commissioners approve this request and the attached proposed
resolution.
