ON THE INTENTION OF JEFFERSON COUNTY
TO ADOPT THE FIVE-YEAR HOMELESS PLAN:
MAKING HOMELESSNESS A SINGULAR OCCURRENCE: HOMELESS CRISIS RESPONSE AND HOUSING 5 YEAR PLAN FOR
JEFFERSON COUNTY, WA
2020-2024
NOTICE IS HEREBY GIVEN that the Board of Jefferson County Commissioners will hold a public hearing on the
18th Day of November 2019 at 10:30 a.m. in the County Commissioners’ Chambers, Jefferson County Courthouse, 1820
Jefferson Street, Port Townsend, Washington for the purpose of taking oral and written testimony for and against a
proposal to adopt the Five-Year Homeless Plan. One of the requirements for continued local determination and
allocation of the homeless and affordable housing funds generated from recording fees is the creation of a new Five-
Year Homeless Plan due to the Department of Commerce no later than December 1, 2019. An Affordable Housing and
Homeless Housing Task Force was created with oversight from a Joint Oversight Board pursuant to an Interlocal
Agreement between Jefferson County and the City of Port Townsend signed by both parties in November 2018. The
Task Force and the Joint Oversight Board have completed the Five-Year Plan and unanimously approved it. The Joint
Oversight Board has recommended the Five-Year Plan to the Board of County Commissioners for final adoption.
In addition to testifying on the proposed Five-Year Plan at the November 18, 2019 Public Hearing, written testimony may
be submitted if received by the Board of County Commissioners from November 6,, 2019 until the close of the public
hearing on November 18, 2019, addressed to the BoCC at P.O. Box 1220, Port Townsend, WA 98368, or by email at
jeffbocc@co.jefferson.wa.us.

Homeless Crisis Response and Housing 5 Year Plan for Jefferson County, WA” and any related documents online by going
to the Jefferson County web page www.co.jefferson.wa.us and clicking on the link under “Latest News.” Interested
Parties may also view the document(s) in person at the Jefferson County Board of County Commissioner’s Office located
at 1820 Jefferson Street, Port Townsend, WA 98368.
