SUMMARY
This position is responsible for performing lead administrative staff duties for the Jefferson
County Marine Resources Committee (MRC), including writing grant content, managing
Northwest Straits Initiative grant funds, managing program budgets, grant reporting and
submission, coordinating and attending Executive Meetings and monthly MRC meetings,
tracking volunteer hours, managing the recruitment and training of new MRC members and
project volunteers, maintaining the MRC website and managing contracts and
contractors/consultants for MRC projects as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.
Perform project coordination, management and evaluation of educational outreach programs and
citizen-science monitoring projects.
Communicate with volunteers, serving as a community resource and working with key partners
on joint endeavors. May also coordinate WSU Extension programs related to Water and Natural
Resources.
Supervise, coordinate and evaluate volunteers in their educational, monitoring and stewardship
activities. Resolve conflicts as needed. Empower volunteers with opportunities for leadership.
Set-up, coordinate and evaluate marine- and water-related programs for the public and potential
MRC volunteers. Provide and coordinate advanced training sessions and opportunities for
veteran volunteers.
Staff the MRC and develop MRC meeting agendas,notify members of meeting times and
locations and coordinate minute taking.
Develop project reports, newsletters, public presentations,training modules, educational
materials, monitoring protocols, marketing materials,public workshops, news releases, web
pages and other communication documents as needed. Must be accessible for questions from the
public.

Prepare annual work plans and budgets as needed.
Solicit extramural funds to sustain programs and develop community outreach projects. Develop
grant applications, manage grant contracts, and supervise contractors.
Evaluate program and measure and report relevant outcomes. Evaluate feedback and adapt
programs accordingly.
Identify local natural resource concerns and issues. Develop priorities,projects and guidelines
for educational outreach, stewardship and monitoring programs in cooperation with other
agencies and community groups.
Develop and maintain effective partnerships and network connections by coordinating and
communicating with other WSU Extension programs, Marine Resources Committees and
program funders.
Establish and maintain cooperative internal relationships with WSU faculty and specialists from
multiple disciplines and locations, including agriculture and natural resource faculty, staff at
county, department, and regional levels throughout the PNW region.
Collaborate with the Northwest Straits Commission, Northwest Straits Foundation and other
MRCs throughout the Salish Sea.
Promote external communications and effective partnerships with elected officials, and
government agencies at the county, state and federal levels.
Maintain effective working partnerships with community-based non-profits and other non-
governmental organizations concerned with the environment and sustainability.
Requires travel year-round, including occasional travel by ferry, some evening and weekend
work with occasional travel outside the area and overnight travel.
SUPERVISORY RESPONSIBILITIES: This position supervises consultants and contractors
for MRC projects. Supervises additional staff(interns or program assistants) on grant-funded
projects, when appropriate. Provides supervision for volunteers engaged with MRC and
Extension projects as necessary.

EDUCATION and/or EXPERIENCE
Bachelor's degree in related field.
OR
Associates degree (AA) and two (2) years' experience in a related field.
OR
Equivalent combination of education and experience.

LANGUAGE SKILLS
Ability to read, analyze, and interpret the complex documents. Ability to respond
effectively to inquiries or complaints. Ability to write speeches and articles using original
or innovative techniques or style. Ability to make effective and persuasive speeches and
presentations to top management, public groups, and/or Boards of Directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and
to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve problems and deal with a variety of concrete variables where only
limited standardization exists. Ability to interpret a variety of instructions furnished in

COMPUTER SKILLS
To perform this job successfully, an individual should have experience and be proficient
in computer technology, including word processing, spreadsheets, electronic slide
presentations and email.
CERTIFICATES, LICENSES,REGISTRATIONS
Valid Washington State Driver's License
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Must have strong organizational, management, coordination, outreach and communication skills.
Demonstrated experience in planning, organizing, and delivering effective educational programs,
coordinating community volunteers, and performing project management, budget tracking and
reporting.
Demonstrated competency in using electronic communication methods and equipment for
Extension and MRC education and daily work activities.
Ability to maintain confidentiality of sensitive information.
Ability to work effectively with other watershed programs in the county to involve volunteers in
on-the-ground action and individual stewardship.
Must maintain working knowledge of marine shoreline stewardship, current trends and programs
involved with environmental education and restoration.
Ability to establish and maintain effective, harmonious working relationships with volunteers,
staff, the general public, WSU and various County Departments.

Ability to work independently and as a member of a team and be self-motivated to complete
required deadlines while simultaneously completing other tasks.
Ability to read maps, work with GPS and GIS practitioners and use field measuring tools.
DESIRABLE EXPERIENCE AND ABILITIES
Demonstrated ability to communicate effectively verbally and in writing with diverse audiences.
Demonstrated proficiency in online technology, including web development, social media and
online educational delivery tools.
Experience writing publications for the general public; such as short articles, newsletters and
brochures.
Ability to author and/or co-author Extension publications and reports.
Experience with public speaking and group facilitation.
Experience engaging and conducting needs assessment with program stakeholders.
Demonstrated ability to design culturally competent educational programs in order to engage
diverse constituents (dimensions of diversity include gender, culture, age, sexual orientation,
race, ethnicity, education, and income).
