Lodging Tax Advisory Committee
Special Meeting Minutes
September 26, 2018 – 9:00 a.m.
Jefferson County Commissioners Chambers
Attendees: Debbie Wardrop, Shelly Leavens, Larry McKeehan, Joe Alfano and Kathleen Kler
Staff: County Administrator Philip Morley and Administrative Assistant Julie Shannon
Chair Kathleen Kler called the meeting to order at 9:00 a.m.
Approval of Special Meeting Minutes of April 20, 2018: Member Wardrop moved to approve the
special meeting minutes as presented. Member McKeehan seconded the motion which carried by a
unanimous vote.
Review of Fund 125 Hotel/Motel Fund Revenue: The Committee reviewed current lodging tax
revenues and fund balance.
Discussion of 2019 Funding Requests: The Committee reviewed the 2019 lodging tax funding
requests, the annual capital contingency and the costs for County staff to administer fund 125.
County Administrator Morley stated that based on current lodging tax revenue trends, there is
approximately $540,000 in funding available.
The following organizations were in attendance to answer questions regarding their 2019 lodging
tax funding request proposals:

Port Ludlow Village Council Trails Committee: $4,625
JC Parks & Recreation District #2 (Brinnon): $15,000

The meeting was recessed at 12:30 p.m. and reconvened at 1:28 p.m. with all members present.
Discussion and Possible Recommendation re: 2019 Lodging Tax Fund 125 Allocations: The
members discussed the 2019 Lodging Tax funding requests.
The Committee concurred to recommend the full amount requested for the following organizations:
Jefferson County Farmers Market
Forks Chamber of Commerce
North Hood Canal Chamber of Commerce
Jefferson County Historical Society
Quilcene Historical Museum
The Committee concurred to recommend funding a partial amount of the following requests:
Centrum: The organization requested $25,000 in 2019 lodging tax funds. The Committee
recommends $12,000 be allocated in 2019.
Jefferson County Chamber of Commerce (JCCC): The organization requested $32,450 in 2019
lodging tax funds. The Committee recommends $19,900 be allocated in 2019.
Jefferson County Parks and Recreation: The organization requested: 1) $42,873 to operate local
campgrounds; and 2) $26,624 to install utilities in local campgrounds. The Committee recommends
to fund the operation of local campgrounds in the amount of $42,873.
Jefferson County Parks and Recreation District #2 (Brinnon): The organization requested
$15,000 in 2019 lodging tax funds. The Committee recommends no funding be allocated in 2019.
Port Ludlow Village Council Trails Committee: The organization requested $4,625 in 2019
lodging tax funds. The Committee recommends no funding be allocated in 2019.
WSU Extension Farm Tour: The organization requested $20,000 in 2019 lodging tax funds. The
Committee recommends $15,000 be allocated in 2019.
Tourism Coordinating Council: The organization requested $195,000 in 2019 lodging tax funds
The Committee recommends $179,397 be allocated in 2019.
Jefferson County Historical Society – Gateway Visitor’s Center: The organization requested
$75,000 in 2019 lodging tax funds. The Committee recommends $72,500 be allocated in 2019.

The Committee concurred to recommend to increase the 2019 available funding amount to
$560,000. Member Wardrop moved to approve the following recommendation for allocation of
2019 lodging tax funds:

Member McKeehan seconded the motion which carried by a unanimous vote.
Discussion re: Future Meetings: The Committee discussed possible times for a meeting next
spring. No meeting was scheduled.
The meeting was adjourned at 3:40 p.m.
