Subject: Amendment to Project Agreement with Recreation Et Conservation
Office (RCO) for the Olympic Discovery Trail (ODT) - Discovery Bay to
Larry Scott Trail Connection
Statement of Issue: Jefferson County was awarded funds through the WA State
Recreation Et Conservation Office (RCO) for the planning, acquisition, and development of
the shared-use Olympic Discovery Trail (ODT). The current RCO Agreement for this
project describes Phase 1. Phase 1 has been successfully completed with the BOCC being
briefed during their regular meeting on May 20, 2019. The RCO Agreement specifies that
the scope of work for additional project phases will be amended into the Agreement. RCO
has prepared an amendment to the Agreement that describes Phase 2, for the BOCC to
approve.
Analysis/Strategic Goals/Pro's Et Con's: On June 17, 2019, through Resolution no. 32-
19, the BOCC authorized right of way acquisition for the ODT from Four Corners Road to
Anderson Lake State Park. All right of way acquisition will be on a willing seller basis.
Fiscal Impact/Cost Benefit Analysis: This right of way acquisition project is supported
through RCO from funds appropriated by Section 3026 of Washington Engrossed Substitute
House Bill No. 2380, signed by Governor Inslee on April 18, 2016. Local match funds are
not needed from Jefferson County.
Recommendation: Please sign 3 copies of the attached RCO Amendment to Project
Agreement and return 2 copies to Public Works.

Agreement Description
Jefferson County will use this grant for planning, acquisition, and development of the shared-use Olympic Discovery Trail
in Jefferson County. Phase 1, of this three phased proposal, is for completing an evaluation process to identify a
preferred route for the trail from Discovery Bay at the SR-20/US 101 intersection to the trail's intersection with the Larry
Scott Trail at Milo-Curry Road. The deliverable at the end of Phase 1 is a report of potential route alternatives and the
preferred route. The report shall include a cost estimate for securing rights-of-way; architectural design, engineering and
permitting; and a budget for construction.
Phase 2 includes right-of-way acquisition of approximately 2.4 miles from 4 Corners Rd (MP 0.17) to Anderson Lake
State Park. The scope of work and project schedule for additional phases will be amended into the Project Agreement.
