Hello Planning Commissioners,  I am forwarding for your consideration some messages I sent to the BoCC regarding the Title 8 & 18 amendments nearly 2 years ago. I am going to send you a bunch of these messages, so hang onto your hats. I wish to clarify for you that I am now, and always have been, a gun owner. I support firearm training and safety. The land use I take issue with, as it pertains to this subject, is the impact this land use will have on surrounding areas, wherever it may be located in the county. Failure for the county to require basic safety features for such land use is irresponsible, at best, and destructive, dangerous, and negligent at worst. When proposing amendments to the county code I think you are obligated to consider some of these concerns and protect the residents from the safety hazards that are inherent in this proposed land use. Safety concerns to the residents and to the environment. We all know that the ballistics fired from guns can travel for several miles. Do you think it is reasonable to allow a land owner to jeopardize their neighbors like that with a commercial use? We are not talking about some neighborhood yahoo with a pea shooter, we are talking about a commercial use with countless trigger happy gunslingers. Not to mention military training, law enforcement and helicopters (as proposed). This is a heavy use proposal with massive impacts. This is a delusional proposal. No, seriously, this must be a bad joke. 40 acres is a tiny parcel for this activity. I live about 10,000 feet away from this 40 acres and a tiny, low powered .22 bullet could get to my farm from that 40 acres. How many .22 bullets do you think those people will be blasting off? My guess would be very close to none. I think the real attraction will be high powered firearms and automatic weapons. Bullets from those high powered guns can not only reach my farm, but they can continue on for 4 more miles. Is 40 acres anywhere near large enough? If this land was in a geographical bowl (like Black Point Kettles), then ok, but it is not. I think an indoor firing range is a terrific idea and should be built in an industrially zoned location. I don't care if that location is in Jefferson County or not. We have enough access to gun ranges in this area already but we could use the economic development an indoor range would bring. Explosives training in the woods of Quilcene? Now I know I must have bumped my head! I asked Mr D'Amico why he did not pursue building an indoor firing range and avoid all this trouble with the neighbors. His answer to me was "because I can't blow up cars indoors". This is not acceptable land use in Jefferson County. Explosives should not be an allowed or permittable land use, not ever, not under any conditions, not in any location (except on a military base) in this county. I grew up near a granite quarry and I am still traumatized by the blasts. We had chunks of rock flying through our yard that tormented both farmer and livestock, the ground trembled and our foundations cracked. I did not buy land in Quilcene to be tortured by noise pollution from explosions or fear of stray bullets whizzing through my hair. Explosives MUST NOT be allowed. RCW 70.107 addresses both noise as a whole and recreational shooting exemptions.  70.107.010 Purpose. The legislature finds that inadequately controlled noise adversely affects the health, safety and welfare of the people, the value of property, and the quality of the environment. Antinoise measures of the past have not adequately protected against the invasion of these interests by noise. There is a need, therefore, for an expansion of efforts statewide directed toward the abatement and control of noise, considering the social and economic impact upon the community and the state. I couln't agree more. There is great wisdom to be found in the tomes of our state's laws. A government by, for and of the people, right? This RCW is precisely the sort of law that citizens appreciate and support. This law is a protection of the people against the tyranny of the minority. It is the protections against the IMPACTS imposed upon the people which will become the legacies of our public servants. The FIrst Amendment in the Bill of Rights grants free speech but it does not shield usurpers who abuse the protections. Our Noise Control Act specifies an exemptions OR limited regulations for "recreational shooting" and the authority given to local government in consideration of policies. 70.107.080 Exemptions. The department shall, in the exercise of rule-making power under this chapter, provide exemptions or specially limited regulations relating to recreational shooting and emergency or law enforcement equipment where appropriate in the interests of public safety. I was raised by an Army Ranger who was an exceptional marksman. I began learning safe handling of firearms at a very young age. In high school, many of us would bring our rifles to school (and casually display them in our truck window racks) and go hunting or target practice after school. We never thought a thing of it and nobody ever shot at kids or pointed guns at other people. I am a Second Amendment rights advocate. That said, the sacred and monumental First Amendment (to which we owe an eternal debt) is not without limitations and neither should the Second Amendment be free of reasonable limitations. I might add that "the pen is mightier than the sword" and the Second Amendment would be nothing without the First Amendment's grace and strength.  My friends and I had access to all manner of firearms in our youth but nobody EVER hunted with assault rifles. Not once. The only thing we did with assault riffles was horse around making trick shots for fun. I do not think assault rifles are a reasonable firearm to expect Second Amendment protections for. If we ban assault rifles, I have no objection and I wonder why it took so long to get it done. These machines are designed for a single purpose... to kill people in war time. While I am at it, these tools of war should also not be allowed in the hands of law enforcement. Cops should not be allowed these excessively lethal weapons to use against citizens. Again, these machines are designed for a single purpose...to kill people in war time.  I would like you to consider the proposed "gun range" in Quil (and any other gun range in JeffCo) and their use of firearms. I would like our county to implement a policy to disallow ANY and ALL firearms which become illegal. If our country or our state outlaw any firearm, I would like to know that Jefferson County will disallow the use of outlawed firearms at any location within the county. Sounds to me like this ordinance needs to avoid creating new IMPACTS to residential property owners in rural Jefferson County. Are training exercises with helicopters and militarized training and car bombs and night training compatible with rural residential land uses? Does not the military have more than enough public lands available to them to perform their own training? Are not federal lands already sanctioned for military activities? Do we really consider training with aircraft for commercial purposes to be a reasonable impact or “compatible use” on our neighbors? We tried, but it is more convoluted and confusing now than it was when we started. Despite our best efforts, this thing is a mess. We were better off with the small scale recreational and tourist use than we are with whatever this monster has become.  Correct is better than fast. It is important to get this thing right. IT WILL OUTLIVE US ALL. It will have dire consequences for our community. We need to get it right. JCSA is caught in the crosshairs, an unintended consequence of this process. We have no siting criteria for new outdoor shooting facilities. All my neighbors are upset, the members of JCSA are upset, the ONLY one who is happy is the elephant in the room. That should tell us all something.    The overwhelming sentiments expressed at all these hearings has been to protect JCSA and to protect communities. However, environmental degradation is equally important. We are talking about one of the few lakes in JeffCo and the headwaters of some of the most intact salmonid habitat in the country. Lead poisoning is a major concern, sediment and human waste in waters of the state is a concern. Kitsap County managed to get setbacks into their code, I see no reason why JeffCo would not insist on that minimum standard. Yes, I know these rules must apply to all businesses equally, and I think all our lakes should be protected. We have so few lakes in JeffCo and we are bordered on 3 sides by salmon habitat which must be protected.  Not to mention that our lakes are used for other recreational purposes that would be severely impacted by commercial shooting facilities on their shores. Who wants to fish or swim next to a shooting range? I swim almost daily during summer months in local lakes, mainly Tarboo Lake, and that would come to a screeching halt if there is a gun range on its banks. I will not be able to take my canoe there to relax or fly fish in the quiet solitude of nature or commune with other citizens seeking the same kind of peaceful enjoyment of our natural world. I would not be able to walk my dogs on the trails around our pristine lakes if there were gun ranges sited nearby. I will stop visiting these areas to photograph nature and write about life in this beautiful place to share with those less fortunate than we are to live in places like this.  My livestock and dogs flip out when they hear the neighbors shooting. Hell, I shot a rooster today (he was molesting hens) and my dogs hid for hours. These are Great Pyrenees, not some sissy dogs, they will take on all the apex predators which is their main function on my farm. One of my dogs broke down the back door and went in the house to hide under the bed and this is a dog that never goes in the house unless I drag her inside. I was not using a shotgun or even a real rifle when I hunted that rooster today, it was a pellet gun that had my 4 Pyrenees shaking in their boots. The sound from that rifle is quiet, not a boom, and it was not used with monotonous repetition. This thing is a single shot and takes time to reload and pump up and I’m a decent shot so it only took one try to kill that rooster.  I’m a gun owner and I always have been. This is not a gun issue. This is an impact issue. This is about the promise JeffCo made to landowners when they bought their land. This is about preventing one neighbor from negatively impacting another. If my actions do not impact my neighbors or the environment then there should be no issue. When my actions impact the neighbors or the environment then it’s time for the county to step in.  This is not a Second Amendment issue, although they will try to tell you that’s the only thing that matters. The Second Amendment is not more important than the First Amendment, but the single-issue voters would have you believe it is. The thing about the Constitution is that we all have rights and your rights stop where mine begin.
