I have lived on Eaglemount Road for 15 years. The “rural character” of my community has been consistent. We are predominantly peaceful with limited, occasional loud noises from gunfire and forestry. We do not have the sounds of the city to mask noises and our topography, while beautiful, is also great at carrying loud sounds. As a result, my community must share our peace and quiet as we try to be good neighbors to each other while expecting to be treated in a reasonable way. Clearly with some compromises - but specifically by creating an expectation of protected, predictable daytime peace. The State regulations allow gunfire from authorized shooting ranges from 7am to 10pm, every day of the year. This timeframe is not a reasonable sharing of rural peace - and I think most people would agree with that. The county can create in its ordinances a more reasonable timeframe because there is a rational basis for doing so. We would not want the County to appear arbitrary about what parts of its rural communities are worthy or not worthy of having reasonable protections of their rural character. The county has, in fact, already made a decision on a timeframe for gunfire noise with the Sportsman's Association: All Mondays are quiet … One Sunday per month is quiet Gunfire starts at 10am and is finished by either 5pm or 7pm, or sunset, if that is earlier. The Sportsman's hours go a fair way towards addressing the undesirable possibility of gunfire pounding away into those hours many of us prize the most: morning quiet, evening relaxation, and peaceful outdoor family time. Predictable peace is not a source of liability for Jefferson County - it is a path of neighborly compromise for those who must share their peace and quiet with an outdoor shooting range.
