The underlying issue before us today, the establishment of a militia
style training camp in Jefferson County, is of profound importance for
the future of our county. We must first disabuse ourselves of the idea
that the 2nd amendment to our national constitution, which states that
"...the right of the people to keep and bear Arms, shall not be infringed"
does not grant an untrammeled right to discharge a firearm.
Governments have a clearly established right to regulate the location
and conditions for discharge of firearms, both hunting and recreational
firearms as well as militia firearms such as assault weapons.
am concerned that we appear to view the proposed Tarboo facility as
just a firing range, comparable to the current Sportsman Club. The
pre -application submitted by Fort Discovery described a full training
camp, with overnight facilities, heliport, areas for military training
exercises, and firing ranges. The danger this proposed facility would
pose to the social and natural environments are not comparable to the
existing Sportsman Club firing range. So let's call this proposed facility
for what it is, a military style training camp, rather than just a shooting
range.
As a military style training camp, it poses similar types of damage to the
social and natural environments as a Sportsman Club style shooting
range, but at a greatly magnified scale. So it is incumbent on you and
our County Commission to clearly specify the permissible level and
frequency of noise pollution, the permissible level of aircraft noise, the
permissible level of traffic congestion, and the total prohibition of
contamination to the water, both surface and underground. All of
these red lines must be grounded on the objective to protect the
existing human and natural habitat of the area that would be impacted
by this commercial scale facility.
