Your email claims that this locaon violates your supporters’ rights to carry to aend the meeng and, therefore, the County’s choice of this locaon would constute “indirect discouragement ” of people aending. I assume your “right to carry ” claim relates to language in RCW 9.41.280 that prohibits persons from carrying onto, or possessing on, public or private elementary or secondary school premises any firearm or other dangerous weapon as defined in RCW 9.41.250. We do not believe that Jefferson County is prohibited from holding open public meengs on school premises just because state law contains a prohibion on firearms on school premises. Public school facilies frequently host the open public meengs of school districts and other governmental bodies. We believe courts would read the Open Public Meengs Act and RCW 9.41.280 in harmony. Whether someone is aending a meeng or not, they cannot bring firearms onto school grounds. A similar prohibion exists in RCW 9.42.300 for any buildings used for court proceedings. I know that you have aended a number of open public meengs at the Jefferson County Courthouse, where firearms also are prohibited by law. No condions whatsoever have been imposed by the County for aendance at the Planning Commission meeng. The Chimacum High School auditorium is a public venue that is open to anyone, and where the County permits and encourages all persons to aend and parcipate in the November 5 public hearing. We will hold the Planning Commission’s public hearing as scheduled at the Chimacum High School auditorium. I hope you will aend. Mr. Morley, I’m concerned with the locaon of the upcoming Planning Commission hearing at Chimacum High School regarding the Commercial Shoong Range Ord. I’ve had some supporters call and say they will not be aending due to the fact it violates their rights to carry and aend the meeng. I believe the OPA calls this “indirect discouragement”. Aer giving it more thought, I agree. I can’t even leave my gun in the car if I wanted to without violang the law (school property). This is a huge scheduling oversite considering the topic is that of a Commercial Gun Range Ordinance and hosted in a “Gun Free Zone”. I will not be aending the hearing at the Chimacum High School. So much that I didn’t want to expose my family, friends and colleagues to the planning commission meeting that was held this past Tuesday at the Chimacum High School. I figured our cars would be vandalized or worse yet, someone would get hurt. You have no proper screening at the venue. I know this is about Title 8 and Title18. But let’s be honest, this is about Joe D’Amico’s Evil Empire and his paramilitary thugs who train with “Rocket Launchers, Mortars and Machine Guns” and who are preparing to overthrow the US Government per the Tarboo Ridge Coalition and Democrats Party of Jefferson County talking points. Nothing could be further than the truth. My 30+ year career in security and law enforcement has been about protecting this great Nation, our community, businesses, and citizen in four States. Yes, this also involves training in the proper and safe handling of a firearm or other defensive or survival tactics. Our customers include the Department of Defense, Special Operations and our allies. Not third world freedom fighters that the opposition group would like to think. People have come from all over the world to attend our classes and have been doing so for years, unnoticed by many. We have never trained a paramilitary group and will never train paramilitary groups. This is just a scare tactic by the opposing group and nasty politics and hurtful to my employees and family. Our purpose in moving to the Tarboo area was to solve a perceived noise issue in Discovery Bay and move to a more remote area off the shoreline. This was met with excitement both by DCD staff and Fort Discovery as we wanted to find a place to call home for years to come and be a good neighbor. We found a remote parcel, which is surrounded by hundreds if not thousands of Pope Resources and DNR property, which likely would never be built on or encroached upon in the year ahead. We did our homework and found an inholding. One of the rarest of properties that could be found. It was remote and most importantly we had a willing seller after approaching and telling our story of the trials and tribulations in Discovery Bay. We went out of our way to solve a perceived problem. Ok, we’re battle hardened fighting over the issue since 2005, let’s roll. We purchased our Tarboo property prior to the moratorium and I sat on the Commercial Shooting Range Committee in good faith for about six months. Regarding site specific “Bright Line” changes that are directed at Cedar Hills will not be tolerated and will be challenged, if adopted. They are clearly site specific to us and our proposed use that had to be disclosed in the pre-conference meeting. This is something that should be changed and has caused us great pain and a year and a half delay to our project due to politics. Most of our customers have moved on to Sportsman Club or have signed new contracts with other vendors. This has finically hurt us. Ask yourself the question; who can survive a year and half with no revenues? The following items are related to our proposal at Cedar Hills and should NOT be adopted or considered.  Military, Security and Law Enforcement Training; you can’t discriminate buy firearm end user. Why don’t you just say Italians can’t shoot there?  Helicopter Landings; The FAA regulates helicopter landing zones and has already permitted our heliports at Tarboo.  Hours of operations, 0700-2200; this mandated by the State of Washington and is preempted. We currently have this issue at the Court of Appeals District II, for review. The County should correct this during this process and safe itself some money.  500 yard set-back from a Lake; this would be considered a taking and would increase the current 200 ft set-back already imposed. If you did this around every body of water in Jefferson County there would be nowhere to site a commercial gun range and that’s the point. Every lake, creek, river, bay, pond and wetland…  500 ft. set-back from the property line; this would also be considered a taking.  Machine Guns are regulated by the ATF; the county has no business regulating/interfering with types of small arms that can be fired at a gun range.  35 DBA restriction on receiving property; that’s absurd, ambient outdoor background is about 67 DBA.  Eight foot fencing is cost prohibited; signage is more important than fencing. Not because you want to make the project more costly.  Sixteen foot sound barriers; should only be required if the DBA are above legal limit at a receiving property. Not just because you want to make the project costly. Finally, unfortunately this will not be the end. The radical gun/range haters will continue to drag Fort Discovery and Jefferson County through years of protracted litigation regarding the Cedar Hills project. We have a constitutional right to use and train in the safe handling of firearms on our property. Just as Jefferson County has several parks it shouldn’t be any different than having multiple FORT DISCOVERY INC 250 Center Park Way Sequim WA 98382 1-877-876-4750 3 commercial gun ranges. How may Golf Courses does Jefferson County have? Jefferson County is a rural county and shooting guns in Jefferson County is fitting and should be allowed to expand.
