Planning Commissions, The existing JCSA ranges already have an conditional use and therefore siting is not required. All new shooting ranges should be required to be indoor. There is no statute, Federal, State or County which requires a shooting facility to be outdoors. During the Citizens Review Committee on Commercial Shooting Facilities the County paid a shooting range consultant, Clark Vargas, to provide the professional expertise about shooting ranges and their design. Me. Vargas stated that as populations have grown in urban, suburban and rural areas there has been citizen groups opposed to any outdoor shooting facilities within ear shot. (Pun intended) Mr. Vargas also stated that nationally “the future of gun ranges is indoors”. He went on to elaborate on how they add economic value when sited near accommodations such as hotels or motels, restaurants, and transportation facilities. Shooting events can be held and participants can come from all over the US. There are no stray bullets which can harm the public. There is no noise which bothers the neighborhood. All lead and copper is contained and recycled which means there is no harm to the environment. Guns, ammunition, targets, hearing protection and other associated products can be sold on site. Indoor shooting facilities can be open 24 hours a day, 7 days a week if desired and customers demand is there. Siting indoors shooting facilities in an industrial park or light industrial area, near a population center minimizes the impact on emerging services. Let’s all stop and think about it.
