Dear Jefferson County Planning Commission, I sent the following email in regards to my thoughts on Titles 8 and 18 on November 08, 2019 at 3:04:42 PM with the belief I had entered my personal concerns prior to the 4:30 PM cutoff time for public comment. Unfortunately, in addressing the email, I had omitted the "dot" between "co" and "jefferson". This error on my behalf resulted in an undelivered email, notice of which was electronically sent to me this morning, November 13, 2019, in a subsequent email. I take full responsibility for this error and respectfully request that, given consideration for the effort demonstrated, the Planning Commission consider entering this email into the Public Record. Port Townsend, WA 98368 To All Concerned, I aended the Public Hearing held by the Jefferson County Planning Commission at the Chimacum High School Auditorium on November 05, 2019. At that meeng the public was informed that proposed changes to the Title 18 ordinance would not apply to the exisng Jefferson County Sportsman’s Associaon (JCSA) facilies. A member of Staff assured the public that Jefferson County had entered into a lease agreement with JCSA which guarantees operaon of the facility unl 2040. It was also stated that only the Title 8 ordinance would apply to the exisng JCSA facility, and that, should there be future changes to the Title 8 ordinance, then, at such me, the JCSA facility would be responsible to comply with and implement said changes. The Title 8 ordinance states that it “should provide one standard for all commercial shoong facilies exisng and new. a. Not doing so may result in a claim that an arbitrary and unfair compeve advantage is given to exisng or new commercial shoong facilies”. What concerns me at this point is the possibility that changes to Title 8 may have an oppressively burdensome financial impact on the JCSA facility. Should it come to pass that the Jefferson County Commission adopt even a few of the Tarboo Ridge Coalion recommendaons, the resulng cost of complying with those condions may well prove to be the demise of the JCSA facility, a facility that for the last 50 years has served to educate, instruct and provide a safe locaon for shoong sports enthusiasts to pracce and parcipate in their sport here in Jefferson County. I shudder to think of the onerous cost incurred to erect a eight foot tall fence surrounding the 40 acres of the JCSA facility or the financially prohibive nature of sixteen foot sound barriers surrounding each shoong bay or firing staon. Safety and hours of operaon perming, JCSA has a 300 yard shoong posion. Imagine, if you will, the cost of installing a sixteen foot high sound barrier wall that runs the length of three football fields. The Jefferson County Sportsman’s Associaon is operated on the financial support of 700 members and the good will of the facility ’s volunteers. I urge the Jefferson County Planning Commission and the Jefferson County Board of Commissioners to consider the impact of your decisions on both Title 8 and Title 18, and how these decisions will affect all of Jefferson County residents, not only how they will serve to grafy a vocal minority.
