Regular Meeting — December 9, 2019, 9:00 a.m.

CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding the Planning Commission recommendations on Commercial Shooting Facility
Ordinances—Title 8 and Title 18.
• Comment regarding the Shooting Facilities Moratorium and how it may affect the Jefferson County
Sportsmens Association(JCSA).
• Comment regarding shooting noise from the JCSA, and ICE using JCSA facilities.
• Comment regarding the Planning Commission recommendations on Commercial Shooting Facility
Ordinances—Title 8 and Title 18.
• Comment regarding ICE personnel using the Port Angeles shooting facility, and facts regarding
lead migration.
• Comment regarding the Tarboo Ridge Coalition(TRC)thoughts regarding the Planning
Commission recommendations on Commercial Shooting Facility Ordinances—Title 8 and Title 18.
• Comment regarding underground shooting ranges; they should be allowed in all zones.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.

HEARING re: To Lease Vacant Office Space Located at the Brinnon Community
Center Located at 306144 Highway 101, Brinnon,WA 98320: Central Services Director Mark
McCauley stated there is vacant office space on both ends of the Brinnon Community Center that could
be rented out to interested parties through a potential lease agreement with OIyCAP.
Chair Dean opened the hearing for public testimony. The following individuals provided testimony:
Diane Johnson, Christina Maloney and Cynthia Koan. Hearing no further testimony Chair Dean closed
the public hearing.

After deliberation, Commissioner Brotherton moved to approve leasing the North and
South portions of the property located at 306144 Highway 101, Brinnon, Washington. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
BRIEFING re: Planning Commission Recommendations on Commercial Shooting Facility
Ordinances—Title 8 and Title 18: County Administrator Philip Morley introduced Planning
Commission Chair Mike Nilssen who read the Planning Commission's recommendation. Planning
Commission members addressed comments and concerns raised by the Commissioners. Staff will
provide further briefings to the Board of County Commissioners in January 2020,with the possibility of
holding a public hearing on the issue sometime in February 2020.
The meeting was recessed at 10:45 a.m. and reconvened at 10:55 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed their meeting schedules.
DELIBERATION AND POTENTIAL ACTION re: Adoption of 2020-2021 Biennial
Budget: On December 2, 2019 the Board of County Commissioners held a hearing on the 2020-2021
Biennial Budget. County Administrator Philip Morley and Central Services Director Mark McCauley
provided a detailed presentation during that hearing and were present to answer any questions.
After a brief discussion, Commissioner Sullivan moved to approve RESOLUTION NO. 70-19 re:
Adopting the 2020-2021 Budget for the General Fund and Other Funds, and the 2020-2021 Jefferson
County Road Construction Program and 2020-2021 County Capital Improvement Program.
Commissioner Brotherton seconded the motion. Commissioner Sullivan clarified his motion to include
the Central Services Cost Allocation which Commissioner Brotherton agreed on. After brief discussion,
Chair Dean called for a vote on the motion. The motion carried by a unanimous vote.
Commissioner Brotherton moved to approve RESOLUTION NO. 71-19 re: Adopting a Salary
Schedule for the FLSA and Union Exempt Management and Professional Employees for 2020.
Commissioner Sullivan seconded the motion. County Administrator Morley explained this would give
staff in this schedule a 1.75% increase. Chair Dean called for a vote on the motion. The motion carried
by a unanimous vote.

Morley reviewed the following with the Board.

SUBJECT: Request for Board of County Commissioners approval a public hearing notice
and authorize the issuance of a Request for Proposals to lease office space at
the Brinnon Community Center located at 306144 Hwy 101, Brinnon,
Washington 98320
STATEMENT OF ISSUE: Jefferson County was asked by Christina Maloney to lease vacant office
space at the Brinnon Community Center. Ms. Maloney has a business known as Hood Canal Adventures.
She would like to base her business at the community center.
ANALYSIS: The Brinnon Community Center has two vacant spaces, one on the north end of the center
and one on the south end. The space on the north end, approximately 544 square feet, used to be the
management office for the Bayshore Motel,which has permanently closed. The space has been gutted and
will require substantial investment to be usable. The space on the south end, approximately 561 square
feet, has been used occasionally as a health clinic, but is now available. This space is clean and ready for
immediate occupancy. We are amenable to leasing either vacant space.
RCW 36.34.160 governs the leasing of county property. Prior to leasing county property,the county must
give notice of its intention to make such lease by publishing a notice in a legal newspaper at least once a
week for the term of three weeks. The notice shall announce the day and hour that the Board of County
Commissioners will meet to consider entering into a lease.
A public hearing notice announcing the county's intent to lease the property is attached.
Should the hearing notice be approved a Request for Proposals will be published encouraging interested
parties to submit proposals.
FISCAL IMPACT: This request, in and of itself,has no fiscal impact.
RECOMMENDATION: That the Board of CountyCommissioners approve the attached public hearing
notice announcing its intent to lease certain county property.

JEFFERSON COUNTY SEEKS TO LEASE VACANT OFFICE SPACE LOCATED
AT THE BRINNON COMMUNITY CENTER LOCATED AT 306144 HWY 101,
BRINNON, WASHINGTON 98320
A public hearing will be held on Monday, December 9, 2019 at 10:00 am by the Jefferson
County Board of Commissioners at the Jefferson County Courthouse, 1820 Jefferson
Street, Port Townsend, WA 98368 for the purpose of taking public testimony regarding
leasing vacant office space at the Brinnon Community Center located at 306144 Hwy 101,
Brinnon, WA 98320. The office space being offered for lease is comprised of the
following:
(a) office space on the north end of the center of approximately 544 square feet. This space has
been gutted and will require substantial investment to make it suitable for use; and
(b) office space on the south end of the center of approximately 561 square feet. This space is
clean and ready for immediate occupancy.
State law requires that objections to the lease of public property be submitted in writing to
the Jefferson County Commissioners at jeffbocc@co.jefferson.wa.us or at P.O. Box 1220,
Port Townsend, WA 98368 before or during the public hearing.
