Jefferson County Board of Commissioners
Regular Meeting — Monday, November 18, 2019, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. Chair Dean
thanked the Sheriff's Office and emergency responders for responding to a call for service over the
weekend.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding support for the Jefferson County Sportsmens Association (JCSA) and
archery range, and thanking the County for the riding trails.
• Comment thanking the County for the riding trails, and support of the JCSA.
• Comment requesting the Commissioners oppose the selling of two 40-acre paracels of state
forest land by the Washington State Department of Natural Resources.
• Comment regarding a school shooting in California, a proposed para-military training site, and
guns in our society.
• Comment regarding school shootings, activities of the JCSA, and shooting noise in Port
Townsend.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: 2020-2021 Jefferson County Biennial Budget; Hearing Scheduled for
Monday, December 2, 2019 at 11:30 a.m. in the Commissioners' Chambers at the Jefferson
County Courthouse, 1820 Jefferson Street, Port Townsend, WA
2. AGREEMENT, Amendment No. 4 re: Phase 2, Olympic Discovery Trail (ODT) - Discovery
Bay to Larry Scott Trail Connection, Project No. 16-2106A; No Dollar Amount; Jefferson
County Public Works; Washington State Recreation and Conservation Office (RCO)
3. AGREEMENT NO. SWMLSWFA-2019-JCPWSW-0005 re: Solid Waste Management and
Local Solid Waste Financial Assistance for Recycling Programs; Project Total of$63,085.47,

9. MINUTES re: Regular Meeting Minutes of Tuesday,November 12, 2019
10. Payment of Jefferson County Vouchers/Warrants Dated November 12, 2019 Totaling
$1,094,198.77 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
COMMISSIONERS' BRIEFING SESSION: The Commissioners and County
Administrator discussed recent meetings they attended and reviewed upcoming events.
HEARING re: Setting the 2020 Ad Valorem Tax Levies for Jefferson County Levy
in 2019 and Collection in 2020: Jefferson County Assessor Jeff Chapman, County Administrator Philip
Morley and Central Services Director Mark McCauley explained the proposed resolutions.
Chair Dean opened the hearing for public testimony. Tom Thiersch and James Jackson provided
testimony. Hearing no further comments, Chair Dean closed the public hearing.
County staff answered questions posed during public testimony. After deliberations, the Commissioners
approved the following resolutions and letter:
Commissioner Sullivan moved to approve RESOLUTION NO. 59-19 re: Increasing the Jefferson
County General Fund Levy for 2020 Taxes. Commissioner Brotherton seconded the motion which
carried by a unanimous vote.
Commissioner Brotherton moved to approve RESOLUTION NO. 60-19 re: Increasing the Jefferson
County Road Levy for 2020 Taxes. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
Chair Dean moved to approve RESOLUTION NO. 61-19 re: Increasing the Jefferson County
Conservation Futures Tax Levy for 2020 Taxes. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
Commissioner Sullivan moved to approve RESOLUTION NO. 62-19 re: Diversion of Road Levy for
Traffic Law Enforcement for the 2020 General Fund Budget. Chair Dean seconded the motion.

Commissioner Brotherton requested an analysis of the diversion to be included during the 2021
diversion request. Chair Dean called for a vote on the motion which carried by a unanimous vote.
Commissioner Brotherton moved to approve sending a LETTER to the Assessor regarding the 2020
Real and Personal Property Levy Amount. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
The Commissioners thanked staff for their work on setting the Ad Valorem Tax Levies for 2020. There
will be a hearing in December on the full 2020 Budget.
The meeting was recessed at 10:40 a.m. and reconvened at 10:46 a.m. with all three
Commissioners present.
HEARING re: Five (5) Year Local Homeless Housing Plan: Commissioner David
Sullivan and Public Health Department Director Vicki Kirkpatrick explained the process and efforts
which went into developing the five year plan.
Chair Dean opened the hearing for public testimony. The following individuals provided testimony:
Janet Earl, James Jackson, Amanda Funaro, Barbara Morey, Benjamin Casserd, Terry Smith, Lizanne
Coker, Frank Hoffman and Julia Cochrane. Hearing no further comments, Chair Dean closed the public
hearing.
After deliberation, Commissioner Sullivan moved to approve RESOLUTION NO. 63-19 re: Adopting
the Five-Year Homeless Housing Plan for Jefferson County Titled: Making Homelessness a Singular
Occurrence—Homeless Crisis Response and Housing 5 Year Plan for Jefferson County, Washington
2020-2024. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
DISCUSSION re: 2020 Lodging Tax Funding Recommendations from the Lodging
Tax Advisory Committee (LTAC): County Administrator Philip Morley reviewed the LTAC requests
and the LTAC funding recommendations. After deliberation, Commissioner Brotherton moved to
approve the LTAC recommendations to affirm the 2020 Hotel Motel Fund expenditures. Commissioner
Sullivan seconded the motion. After a brief discussion, Chair Dean called for a vote on the motion
which carried by a unanimous vote.
The meeting was recessed at 11:59 a.m. and reconvened at 1:36 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Lodging Tax Advisory Committee (LTAC); Oak Bay Campground
• Review of topics to discuss
• LETTER to Washington State Department of Natural Resources (DNR): Commissioner
Sullivan moved to approve sending a letter to DNR regarding input on a potential sale of two
40-acre parcels of forest land. Commissioner Brotherton seconded the motion which carried by a
unanimous vote. Chair Dean will draft the letter for all three Commissioners to digitally sign.

• ADDITIONAL BUSINESS re: Meeting Cancellation: Commissioner Sullivan moved to
cancel the December 23, 2019 Board of County Commissioner(BOCC) meeting. Commissioner
Brotherton seconded the motion which carried by a unanimous vote.
• Discussion re: Future BOCC meetings
ADDITIONAL BUSINESS re: EXECUTIVE SESSION: An Executive Session was
scheduled from 2:00 p.m. to 2:20 p.m. Chair Dean announced that the Executive Session will be held
from 2:03 p.m. to 2:24 p.m. with the County Administrator and Chief Civil Deputy Prosecuting
Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i)
as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 2:24 p.m. Chair
Dean announced that the Board will be extending the Executive Session from 2:25 p.m. to 2:40 p.m. The
Board concluded the Executive Session and resumed the regular meeting at 2:40 p.m.

Administrator Philip Morley reviewed the following with the Board.
• Code Enforcement Code; timeline update
• Calendar Coordination
• 2020 Budget process
• ADDITIONAL BUSINESS re: Acting Chair: Commissioner Sullivan moved to appoint
Commissioner Brotherton to be Acting Chair in the event that Chair Dean will be late to the
afternoon session of the Board of County Commissioner meeting on November 25, 2019.
Commissioner Brotherton seconded the motion which carried by a unanimous vote.

meeting at 3:08 p.m. until the next regular meeting or special meeting as properly noticed.
