HomeMy WebLinkAboutM111219 - to include Hearing Comment re: Six-Year Transportation Improvement Progamy 1 1'S�11tiCi�0 MINUTES Jefferson County Board of Commissioners Regular Meeting — Tuesday, November 12, 2019, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. Chair Dean commented on the loss of three youths in a car accident and the passing of local artist Tom Jay over the weekend. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment thanking the County for the equestrian trails in the area. • Comment regarding the lack of an Animal Control Officer in Jefferson County. • Comment regarding the audio survey at the Jefferson County Sportsmens Association (JCSA), and alleged operating hour violations. • Comment regarding activities at the JCSA and a law enforcement shooting event held there. • Comment regarding the Growth Management Act (GMA). The Commissioners addressed comments and concerns raised during the Public Comment Period. Chair Dean re -opened the Public Comment Period to allow for an additional comment. • Comment thanking the Commissioners for their support of the Olympic Discovery Trail and funding of the Olympic Discovery Trail. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Lease of Vacant Office Space Located at the Brinnon Community Center Located at 306144 Highway 101, Brinnon, WA. 98320; Hearing Scheduled for Monday, December 9, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 2. AGREEMENT re: Appraisals for Olympic Discovery Trail, Four Corners Road to Anderson Lake; In the Amount of $42,500; Jefferson County Public Works; Terra Valuations Commissioners Meeting Minutes of November 12, 2019 3. AGREEMENT, Amendment No. 11 re: 2018-2020 Consolidated Contracts; In the Decreased Amount of (- $8,476) for a Total Amount of $1,397,378; Jefferson County Public Health; Washington State Department of Health 4. AGREEMENT re: Mental Health Services for Young Children located in the Brinnon School District; In the Amount of $64,848; Jefferson County Public Health; Jumping Mouse Children's Center 5. AGREEMENT re: Dosewallips R Powerlines Acquisition & Design Project; In the Amount of $203,208; Jefferson County Public Health; Washington State Recreation and Conservation Office 6. AGREEMENT re: Dosewallips River Powerlines Reach Restoration; In the Amount of $17,500; Jefferson County Public Health; United States Department of Agriculture, Forest Service, Olympic National Forest 7. MINUTES re: Regular Meeting Minutes of November 4, 2019 8. Payment of Jefferson County Vouchers/Warrants Dated November 5, 2019 Totaling $7,359.74 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 9. Payment of Jefferson County Payroll Warrants Dated November 5, 2019 Totaling $922,245.02 and A/P Warrants Done by Payroll Dated November 5, 2019 Totaling $867,232.61 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners and County Administrator reviewed recent meetings they attended. The meeting was recessed at 9:58 a.m. and reconvened at 10:05 a.m. with all three Commissioners present. HEARING re: Adoption of the 2020-2025 Six -Year Transportation Improvement Program (TIP); Bridge Conditions Report: Public Works Director/County Engineer Monte Reinders, Transportation Planner Wendy Clark-Getzin and Engineering Services Manager Eric Kuzma were present for the hearing and answered questions. Planner Clark-Getzin gave a presentation on the TIP and Jefferson County Bridge Conditions Report. Chair Dean opened the hearing for public testimony. Jeff Selby provided testimony. Hearing no further testimony, Chair Dean closed the hearing. Staff answered concerns posed by Mr. Selby during public testimony. After deliberation, Commissioner Brotherton moved to approve RESOLUTION NO. 58-19 re: Adoption of the 2020-2025 Six -Year Transportation Improvement Program (TIP). Commissioner Sullivan seconded the motion. After a brief discussion, Chair Dean called for a vote on the motion, which was unanimous. CALENDAR COORDINATION: The Commissioners and County Administrator discussed future meetings they plan to attend. BRIEFING re: Five (5) Year Local Homeless Housing Plan: Public Health Director Vicki Kirkpatrick and Homeless Housing Task Force Facilitator Lizanne Coker briefed the Board on the Five -Year Plan. The plan will be presented to the Board for approval at a later date. 2 Commissioners Meeting Minutes of November 12, 2019 The meeting was recessed at 11:43 a.m. and reconvened at 11:48 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 11:30 a.m. to 11:45 a.m. Chair Dean announced that the Executive Session will be held from 11:49 a.m. to 12:04 p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney -Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 12:04 p.m. and took the following action: Commissioner Brotherton moved to authorize Chief Civil Deputy Prosecuting Attorney Philip Hunsucker to approve a Settlement of the McAllister claim on behalf of Jefferson County, consistent with terms outlined by the Washington Counties Risk Pool. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board: Letter of Support re: Broadband Funding: Commissioner Brotherton received a request for a letter of support. He will modify the letter and bring forward for Board approval during the afternoon session. BRIEFING re: DRAFT Amendment No. 1 to Housing ILA with the City of Port Townsend The meeting was recessed at 12:12 p.m. and reconvened at 1:33 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County Administrator Philip Morley reviewed the following with the Board. • Status Update re: Drafting New Enforcement Code EXECUTIVE SESSION: An Executive Session was scheduled from 2:15 p.m. to 3:00 p.m. Chair Dean announced that the Executive Session will be held from 2:24 p.m. to 3:09 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney and Civil Deputy Prosecuting Attorney regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 3:09 p.m. COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County Administrator Philip Morley reviewed the following with the Board: LETTER of SUPPORT re: Jefferson PUD Broadband Planning Grant Application: Commissioner Brotherton moved to approve sending a letter of support to the Washington State Department of Commerce.
