STATEMENT OF ISSUE:
Jefferson County Environmental Public Health requests Board approval of Amendment No. 1 to the
Professional Services Agreement with Herrera Environmental Consultants for the Lake Anderson Lake
Management Plan; September 1, 2018 —June 15, 2020
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
A time extension of the Anderson Lake Management Plan agreement WQALG-2018-JeCoPH-00006
between the Washington State Department of Ecology and Jefferson County from June 31, 2019 to June
31, 2020 requires an amendment to the Professional Services subcontract for Herrera Environmental
Consultants, Inc. dated October 8, 2018.
Herrera Environmental Consultants was hired last year to conduct lake monitoring and analysis, along with
stakeholder meetings in preparation for the Anderson Lake Management Plan. Tasks include data
collection, review and analysis and report preparation. The goal of this project is to prepare a nutrient
budget for Anderson Lake and develop a Lake Management Plan with Washington State Parks and Fish
and Wildlife. The professional services of a limnologist with experience in the control of cyanobacteria in
Washington lakes is required by Ecology to fulfill these goals.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
No change.
RECOMMENDATION:
JCPH management request approval of Amendment No. 1 to the Professional Services Agreement with
Herrera Environmental Consultants for the Lake Anderson —

Lake Anderson Management Plan
WHEREAS, Herrera Environmental Consultants, Inc(Subcontractor)and Jefferson County(County)entered into an
agreement on October 8, 2018 for Professional Services to complete the Anderson Lake Management Plan.
WHEREAS,the parties desire to amend the terms of that agreement.
IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS:
1. The term of the above referenced agreement ends June 15, 2020.
2. Due dates for Subtasks 1C, 2A, and 2B listed in Table 1. Project Deliverables Schedule have been
amended as follows:
