Jefferson County Board of Commissioners
Regular Meeting — Monday, November 25, 2019, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment in appreciation of the equestrian trails in Jefferson County.
• Comment regarding native drumming, senate statistics,noise from the Jefferson County Sportsmens
Association(JCSA) and surrounding neighborhood, and environmental impacts of JCSA.
• Comment regarding the need for funding an Animal Control Officer for aggressive dogs in the
Irondale and surrounding area, and socioeconomic and diversity training in the Sheriff's Office.
• Comment regarding the County's appeal of the recent Growth Management Hearings Board
decision, and other Growth Management Act (GMA) issues.
• Comment regarding lead abatement at JCSA.
• Comment regarding monthly vigil for the environment and expressed gratitude for the environment
• Comment regarding the environment, lowering environmental impacts on the climate and requesting
an Emergency Climate Declaration.
• Comment regarding upcoming Ferry System Community meetings, and the financial impacts of
1-976, and a potential Metropolitan Park District.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Moratorium Ordinance on Commercial Shooting Facilities; Hearing
Scheduled for Monday, December 9, 2019 at 1:30 p.m. in The Commons, Fort Worden, 200
Battery Way, Port Townsend, Washington
2. RESOLUTION NO. 64-19 re: To Construct Roads and Utilities on a Portion of Public Right of
Way Known as Cleveland Street
3. AGREEMENT re: Formation of the Utility Local Improvement District(ULID) for the Port
Hadlock Sewer; In the Amount of$64,000; Jefferson County Prosecutor; Foster Garvey (FKA

13. Payment of Jefferson County Payroll Warrants Dated November 20, 2019 Totaling
$76,704.71 and A/P Warrants Done by Payroll Dated November 6, 2019 Totaling $148,919.83
and Dated November 20, 2019 Totaling $16,627.77 (Records of all claims submitted for payment along
with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and notified the public of upcoming events.
The meeting was recessed at 10:04 a.m. and reconvened at 10:07 a.m. with all three
Commissioners present.
UPDATE re: Washington State Department of Natural Resources (DNR) Quarterly
County Income Report: DNR Regional Manager Mona Griswold and DNR State Lands Assistant
Drew Rosanbalm briefed the Board on the Quarterly County Income Report and other DNR-related
issues that affect Jefferson County.

The meeting was recessed at 11:07 a.m. and reconvened at 11:12 a.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to
11:00 a.m. Chair Dean announced that the Executive Session will be held from 11:13 a.m. to 11:28 a.m.
with the County Administrator, Chief Civil Deputy Prosecuting Attorney and Civil Deputy Prosecuting
Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW
42.30.110(1)(i)as outlined in the Open Public Meetings Act. The Board concluded the Executive
Session and resumed the regular meeting at 11:28 a.m.
EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to
11:30 a.m. Chair Dean announced that the Executive Session will be held from 11:30 a.m. to 12:00 p.m.
with the County Administrator, Chief Civil Deputy Prosecuting Attorney and Civil Deputy Prosecuting
Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i)
as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 12:00 p.m.
Chair Dean announced that the Board will be extending the Executive Session from 12:02 p.m. to
12:17 p.m. The Board resumed the regular meeting at 12:17 p.m. Chair Dean announced that the Board
will continue the Executive Session beginning at 3:00 p.m. to 3:45 p.m.
The meeting was recessed at 12:18 p.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Briefing re: West Jefferson County Projects Update: Local Jobs in Research, Restoration, and
Invasive Species Prevention presented by Jill Silver of the 10,000 Year Institute
The meeting was recessed at 2:17 p.m. and reconvened at 2:23 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County
Administrator Philip Morley reviewed the following with the Board.
• Review of topics to discuss
• Marine Resources Committee membership
• 2020 Calendar planning
• Letter received from U.S. Attorney General Barr re: Administrative Custody/Border Security
• Representative Kilmer; review of topics to discuss at upcoming meeting
• Lodging Tax Advisory Committee (LTAC); Olympic Peninsula Tourism Plan RFP
EXECUTIVE SESSION - Continued: An Executive Session was scheduled to continue
from 3:00 p.m. to 3:45 p.m. Chair Dean announced that the Executive Session will be held from
3:01 p.m. to 3:46 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney and
Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under
exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the
regular meeting at 3:46 p.m. Chair Dean announced that the Board will be extending the Executive

Session from 3:47 p.m. to 4:02 p.m. The Board resumed the regular meeting at 4:02 p.m. Chair Dean
announced that the Board will be extending the Executive Session from 4:03 p.m. to 4:13 p.m. The
Board concluded the Executive Session and resumed the regular meeting at 4:13 p.m.

NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at 4:27 p.m. until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
