Approved this 2nd day of December, 2019 JEFFERSON COUNTY BOARD OF COMMISSIONERS Kate Dean, Chair jeffbocc From: David Alvarez <alvarez@olympus.net> Sent: Wednesday, December 04, 2019 7:47 PM To: jeffbocc; Philip Hunsucker; Philip Morley Subject: Sales and Use Tax for Affordable and Supportive Housing CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders. Friends at Jeffco: I just walked Clallam County through this same process for the same ordinance under SHB 1406. So I am sending this along in a friendly way and I support this Ordinance. It is unfortunate that the Jefferson County notice of public hearing talks about "imposing" a sales and use tax, when actually it is simply "redirecting" a portion of the existing tax rate to a special revenue fund for "Sales and Use Tax for A and SH." I noticed the word "imposed" in the WASC Model Resolution and Ordinance and changed it in Clallam County to "redirect." There could be some backlash if the average reader doesn't read the "Whereas" clauses in your ordinance and thinks, instead, this is an additional tax. Also if the City of PT passed the "Notice of Intent" resolution but not the "qualifying tax" the County and the City each get .0073 for the "S & U Tax for A and SH" on any taxable event that occurs within City limits. But if all revenues go into one pot, then this may be moot. Outside the City of PT any sales tax revenue to the amount of.0146 can be redirected to the "S & U Tax for A and SH." Finally, and this caught me by surprise, I believe that the Dept. of Revenue, will only start a new bookkeeping account on the first day of a quarter. And DOR needs or demands, by its rules, 75 days notice that a portion of the existing sales tax rate is being redirected to the revenue fund known as "S & U Tax for A and SH." So Clallam County is making the ordinance effective April 1, 2019. And we have to notify DOR no later than Jan. 15, 2020. Check this with the Treasurer and/or the City's Chief Financial Officer.
