Public Works Direct /County Engineer Agenda Date: December 9, 2019 Subject: Solid Waste Quilcene Drop Box - New Hours Approval Statement of Issue: Proposed new operating hours will increase efficiencies by reducing days of operation from four down to three days per week, and at the same time increasing public access by 1.5 hours. Proposed Operating Hours Current Operating Hours Tuesday 9 to 4:30 pm Monday l to 5 pm Thursday 9 to 4:30 pm Wednesday 1 to 5 pm Saturday 9 to 4:30 pm Friday 1 to 5 pm Total Hours 21 hrs Saturday 9 to 5 pm *Closed 12-12:30 lunch break Total Hours 19.5 hrs. Analysis/Strategic Goals/Pro's & Con's: Coincidental facilities hours will also eliminate frustration of residents who frequent the Quilcene facility and are surprised to find the operating hours are different at the Jacob Miller site after arriving. To gage public opinion of proposed changes, over a two month period last summer staff conducted an on-site customer survey with questionnaires that included the proposed days and hours and asked: "Should Jefferson County Solid Waste change the business hours at the Quilcene drop off location?" One hundred and thirty four questionnaires were returned to the Quilcene site office and show general support of the proposed changes with only 11% opposed. Quilcene Customer Survey Results Agree 98 73% Disagree 15 11% No Opinion 21 16% The Solid Waste Advisory Committee on September 26th voted unanimous support for proposed changes. Department of Public Works O Consent Agenda Page 2 of 2 Implementation to proposed new days and hours will include a six week notice period through an on site notice message board, on site new hours bulletins passed out to customers, notice on Solid Waste web site and a printed notice placed once in the County official newspaper. Fiscal Impact/Cost Benefit Analysis: Total operating hours will increase by 1.5 hours per week and will reduce from four days to three days facility operation, providing overall cost savings to the County. Quilcene drop box is funded through the solid waste budget and proposed changes will not impact 2020 budget. Recommendation: The Board approve the proposed new hours for the Quilcene drop off facility to begin on Saturday Feburary 1st, 2020. New Operation Days and Hours Tuesday 9 to 4:30 pm Thursday 9 to 4:30 pm Saturday 9 to 4:30 pm Total Hours 21 hrs • Closed 12-12:30 - lunch break This change is recommended in consideration of the following: • Increases staffing efficiencies by reducing operating days from four down to three days • Provides improved public access by increasing business hours from 19.5 to 21 per week • Aligns hours with the Jacob Miller Transfer Station to reduce confusion for users • 73%of customers surveyed support the change; 16% have no opinion; only 11% are opposed • Solid Waste Advisory Committee voted to support this change at their September 26th meeting. The new operating hours for the Quilcene Solid Waste site shown above are hereby approved. These changes shall be advertised at least once in the County official newspaper and for a minimum of six weeks at the Quilcene site and the Solid Waste web site prior to their implementation. These new hours shall go into effect starting Saturday, February 1st, 2020 and shall remain in effect until otherwise revised by approval of the Board.
