Jefferson County Board of Commissioners
Regular Meeting — Monday, December ".2, 2019, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding an audio recording of the end of World War I, and the Jefferson County
Sportsmens Association(JCSA).
• Comment regarding the JCSA activities and lease agreement.
• Comment regarding the creation of a Metropolitan Park District and establishing a new property tax
authority.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 65-19 re: HEARING NOTICE: Fourth Quarter 2019 Budget
Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday,
December 16, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, WA
2. HEARING NOTICE re: Proposed Ordinance Imposing a Sales and Use Tax For Affordable
and Supportive Housing in Accordance with Substitute House Bill 1406 (Chapter 338, Laws of
2019)to be Credited Against the State Sales and Use Tax; Scheduled for December 16, 2019 at
10:20 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson
Street, Port Townsend, WA
3. RESOLUTION NO. 66-19 re: Certification of Special Taxing District Levies
4. RESOLUTION NO. 67-19 re: Closing Certain County Offices Early on Christmas Eve
5. AGREEMENT, Amendment No. 1 re: Lake Anderson Management Plan; No Dollar Amount,
Time Extension Only; Jefferson County Environmental Public Health; Herrera Environmental
Consultants, Inc.
6. AGREEMENT NO. ICA20015 re: Improving the Quality of Public Defense Services; In the
Amount of$36,104; Jefferson County Administrator; Washington State Office of Public Defense

7. AGREEMENT re: Settlement to Resolve a Civil Forfeiture Case;No Dollar Amount; Jefferson
County Prosecutor; Adam M. Kelly
8. REQUEST FOR PROPOSALS re: Jail Inmate Phone System; Proposals Accepted Until 10:00
a.m. on Thursday, December 19, 2019 in the Jefferson County Sheriff's Office, 79 Elkins Road,
Port Hadlock, WA
9. CANCELLATION NOTICE re: County Commissioner Regular Meeting; Scheduled for
Monday, December 23, 2019
10. MINUTES re: Regular Meeting Minutes of November 25, 2019
11. Payment of Jefferson County Vouchers/Warrants Dated November 25, 2019 Totaling
$314,733.70 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed upcoming meetings and the following topics: Washington State
Department of Natural Resources, Jefferson County Facebook Page, Social Media Policy and historical
photos for display at the Courthouse.
The meeting was recessed at 9:55 a.m. and reconvened at 10:34 a.m. with all three
Commissioners present.
BRIEFING and DISCUSSION with Congressman Derek Kilmer: The
Commissioners met with Congressman Kilmer. He reviewed the status of the following Bills in
Congress: HR1, HR2, HR3, HR4, HR5, HR6, HR7, HR8, HR9, the Spending Bill and the Wild
Olympics Proposal. The Commissioners and other County Elected Officials discussed the following
Jefferson County issues: Sewer Infrastructure Funding, Payment in Lieu of Taxes(PILT), Secure Rural
Schools (SRS) funding, Roads, Access to Federal Lands, Affordable Care Act and Medicaid
Waivers/Expansion,housing issues, and I.C.E. Access to the County Courthouse. Due to time restraints,
the following topics were briefly discussed: Broadband issue, Puget Sound SOS Funding, Emergency
Management and Climate Resiliency.
The meeting was recessed at 11:37 a.m. and reconvened at 11:43 a.m. with all three
Commissioners present.
HEARING re: Jefferson County 2020-2021 Biennial Budget: County Administrator
Philip Morley and Central Services Director Mark McCauley gave a detailed presentation on the
proposed budget.
Chair Dean opened the hearing for public testimony. Jefferson County Assessor Jeff Chapman and Tom
Thiersch provided testimony. Hearing no further testimony, Chair Dean closed the public hearing.
After deliberations, County Administrator Morley stated staff will prepare the final draft of the Jefferson
County 2020-2021 biennial budget for consideration for adoption during the next Commissioner
meeting on December 9, 2019.
The meeting was recessed at 12:57 p.m. and reconvened at 1:32 p.m. with all three
Commissioners present.

COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Review of topics to discuss
• ADDITIONAL BUSINESS: MOTION re: Critical Areas Ordinance and Critical Areas
Regulatory Reform Task Force: Commissioner Brotherton moved to approve a motion
"Effective December 4, 2019 to refer to the Planning Commission our existing Chapter 18.2.2
re: Critical Areas Ordinance (CAO) along with the Jefferson County Critical Areas Regulatory
Reform Task Force Recommendations Report for their review and work to update the CAO to
comply with state law and with the Regulatory Reform Resolution we adopted in 2019 and to
recognize that by December 18, 2019 Department of Community Development(DCD) staff will
also present to them draft code revisions as well for their consideration." Commissioner Sullivan
seconded the motion. After discussion, Chair Dean called for a vote on the motion. The motion
carried by a unanimous vote.
• ADDITIONAL BUSINESS: LETTER re: Withdrawal of Public Works Board State
Capital Grant Offer: Commissioner Brotherton moved to approve sending a letter to the
Washington State Public Works Board regarding the withdrawal of a Public Works Board State
Capital Grant Offer. Commissioner Sullivan seconded the motion which carried by a unanimous
vote.

NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at 2:15 p.m. until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
