SUBJECT: Public Hearing regarding leasing county property located at 306144 Hwy 101,
Brinnon,Washington 98320
STATEMENT OF ISSUE: Jefferson County was approached by a private business owner regarding her
interest in leasing a portion of the Brinnon Community Center. There is vacant office space on both ends
of the community center that the county is currently not using. The space on the north end used to serve
as the office for the former Bayshore Hotel. The space on the south ended used to serve as clinic space.
ANALYSIS: We are amenable to leasing either of these vacant office spaces as long as the county earns
a fair return. We have coordinated potential lease options with OIyCAP—the non-profit the County
contracts with to operate the community center. Per the agreement with OIyCAP they will receive a
portion of whatever rent is collected.
RCW 36.34.160 governs the leasing of county property. Prior to leasing county property,the county must
give notice of its intention to make such lease by publishing a notice in a legal newspaper at least once a
week for the term of three weeks. The notice shall announce the day and hour that the Board of County
Commissioners will meet to consider entering into a lease.
Today's hearing is for the Board of Commissioners to consider leasing the property after hearing a staff
presentation and taking public testimony.
Should the Board approve leasing the property a lease will be brought to the Board for consideration.Any
lease brought to the Board of Commissioners will have been selected through the competitive Request for
Proposal process authorized by the Board at its November 12, 2019 meeting.
FISCAL IMPACT: This request, in and of itself,has no fiscal impact.
RECOMMENDATION: That the Board of County Commissioners approve leasing a portion of the
property located at 306144 Hwy 101,Brinnon, Washington, 98320.
