Statement of Issue: The Board is asked to approve the Call for Bids for the Center Road MP 14.61 -
15.01 Resurface and Restore Project.
Analysis/Strategic Goals/Pro's Et Con's: This project will reconstruct Center Road between the
Little Quilcene River bridge and US101. The project will remove all the existing asphalt and replace
crushed base and new asphalt. The project will correct pavement roughness and higher maintenance
required due to failure of the existing pavement. The existing asphalt sidewalk along this section of
Center Road will also be replaced.
Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate for the reconstruction of Center Road
is $605,388.50. Improvements to Center Road will be funded at 90% by the County Roads
Administration Board with matching funds provided by County Arterial Preservation Program
(CAPP) funds. The sidewalk replacement portion of the project will be funded by $65,000 from the
Public Infrastructure Fund (PIF).
Recommendation: The Board is requested to sign the Call for Bids and the cover sheet of the
drawings and return both to Public Works.

Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 9:30 a.m. on Tuesday January 21, 2020 at
the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820
Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Center
Road MP 14.61 — 15.01), County Project No. 18020500. Sealed bids will be opened and read publicly
at 10:15 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners
Chambers, basement level of the Jefferson County Courthouse.
This Contract provides for replacing the bituminous materials in Center Road in Jefferson County in
Quilcene, Washington between the south end of Little Quilcene River bridge and US101 (approximately
0.35 miles). Work includes removing the existing pavement, shaping and regrading the top of base,
placing new base material, placing hot mix asphalt pavement, extending an existing culvert, replacing
the asphalt surface of a sidewalk, replacing sections of existing curb and gutter, project temporary traffic
control, striping, temporary erosion control, and other work, all in accordance with the Contract Plans,
Contract Provisions, and the Standard Specifications. The Engineer's Estimate is $605,388.50.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by
prospective bidders. Printed copies may also be obtained by calling the Department of Public Works
at 360-385-9160 and electronic copies may be obtained by emailing pubworksCaD-co.iefferson.wa.us.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid
amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10)
calendar days of the award. The Board of County Commissioners reserves the right to reject any and
all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all
informalities in the bidding.
The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964,
78 Stat. 252.42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department
of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be
afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, national origin or sex in consideration for
an award.
