Townsend 9`SFIINGt�~ MINUTES Joint Oversight Board on Affordable Housing and Homeless Housing Special Meeting — Wednesday, August 28, 2019 at 1:30 p.m. Cotton Building 607 Water Street, Port Townsend, WA 98368 CALL TO ORDER: City of Port Townsend Councilmember Michelle Sandoval called the Special Meeting to order in the presence of Commissioner David Sullivan. Also present was Public Health Director Vicki Kirkpatrick. PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for Public Comment. There was no comment from the public. APPROVAL of MINUTES: Commissioner Sullivan moved to approve the Special Meeting Minutes of June 26, 2019 as presented. Councilmember Sandoval seconded the motion which carried by a unanimous vote. COMMITTEE DISCUSSION: The Committee reviewed the following: • JOINT OVERSIGHT BOARD (JOB) on AFFORDABLE HOUSING & HOMELESS HOUSING MEMBERSHIP: The Committee reviewed a recommendation to the JOB to add three members from the Homeless Housing Task Force to the JOB per the Interlocal Agreement. Commissioner Sullivan moved to approve adding the following members to the JOB: Frank Hoffman, Terry Smith and Amanda Funaro. Councilmember Sandoval seconded the motion which carried by a unanimous vote. HOMELESS HOUSING TASK FORCE MEMBERSHIP re: Addition of member(s) Representing Youth Who are Homeless or at Risk of Homelessness: Commissioner Sullivan moved to add Jefferson County Juvenile Services Director Barbara Carr and Proctor House representative Kelli Parcher as members of the Affordable Housing Task Force. Member Funaro seconded the motion. After discussion, Councilmember Sandoval called for a vote on the motion. The motion carried by a unanimous vote. (This topic was also discussed later in the meeting) Councilmember Sandoval noted that Affordable Housing Task Force Member Barbara Morey is seeking an alternate member. Julia Cochrane has applied to the Task Force and would like to be Member Morey's alternate. Member Funaro moved to appoint Julia Cochran as an alternate member to Barbara Morey. Member Smith Seconded the motion which carried by a unanimous vote. Joint Oversight Board on Affordable Housing - Special Meeting Minutes of August 28, 2019 DISCUSSION and POTENTIAL ACTION re: LETTER of SUPPORT REQUESTED BY OLYCAP: Member Smith moved to approve the letter of support. Member Hoffman seconded the motion which carried by a unanimous vote. Public Health Director Vicki Kirkpatrick will add additional members to the letter and forward it to the Jefferson County Board of Commissioners. DISCUSSION re: UPDATE on STATUS of HB1406: The Board discussed House Bill 1406. FUTURE MEETINGS and AGENDA ITEMS: The Joint Oversight Board meetings will be held the fourth Wednesday of each month at 1:30 p.m. at the Cotton Building. (This topic was also discussed later in the meeting) HOMELESS HOUSING TASK FORCE MEMBERSHIP — Continued: Member Funaro moved to appoint Ben Casserd as a member of the Affordable Housing Task Force. Member Smith seconded the motion which carried by a unanimous vote. FUTURE MEETINGS and AGENDA ITEMS - Continued: Affordable Housing Task Force Coordinator Lizanne Coker suggested moving the Joint Oversight Board (JOB) meetings to 4:15 p.m., so they can take place after the Task Force meetings. Member Hoffman moved to hold the JOB meetings on the 4th Wednesday of each month at 4:15 p.m. in the Cotton Building. Member Smith seconded the motion which carried by a unanimous vote.
