HomeMy WebLinkAbout071 19 9 STATE OF WASHINGTON County of Jefferson In the Matter of Adopting a Salary Schedule for the FLSA and Union Exempt Management and RESOLUTION NO 71-19 Professional Employees for 2020 WHEREAS, the Board of Commissioners set the salaries of the FLSA and Union exempt management and professional positions of Jefferson County by passage of Resolution No. 72-18 as amended by Resolution No. 20-19; and WHEREAS, Jefferson County initiated a Total Compensation Study project to compare the total compensation of job classifications in Jefferson County with similar job classifications in its seven comparable counties to help identify job classifications where the greatest inequities exist; and WHEREAS, by passage of Resolution No. 20-19 the FLSA and Union Exempt 2019 wage table was amended to make pay adjustments for certain non-represented job classifications with the greatest inequities as identified in the Total Compensation Study; and WHEREAS, the County has set aside funding to make additional equity adjustments for both represented and non-represented job classifications that are most severely out of range; and • WHEREAS, additional pay adjustments need to be made for certain non- represented job classifications with the greatest inequities as identified in the Total Compensation Study; and WHEREAS, in addition to the equity adjustments made as a result of the Total Compensation Study,the County Administrator and the Board of Commissioners have determined that an increase of 1.75% is needed on the salary schedule for all FLSA and Union Exempt positions in order to keep the salaries for these positions at a rate that will allow the County to retain and recruit employees for these positions; and WHEREAS, on July 22, 2019, the County Commissioners adopted Resolution No. 39-19 in the matter of establishing objectives and procedures for the 2020 County Budget, including a goal to establish a 1.75% general wage adjustment for non-union employees; and NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that the annual salaries of the FLSA and Union exempt management and professional employees of the County shall be set at the rates established in the revised Exempt Wage Table as shown in ATTACHMENT A. BE IT FURTHER RESOLVED, that the adjustments will be effective January 1, 2020. BE IT FURTHER RESOLVED,that the County will continue to meet its RCW 41.56 obligations regarding all remaining represented positions to be adjusted because of the Total Compensation Study; and BE IT FINALLY RESOLVED, this Resolution repeals and replaces the Resolution No. 72-18 and Resolution No. 20-19. LXu % [ = Lu Lu, u4 ..0 Q JEFFERSON COUNTY BOARD OF COUNTYCOMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners e`�� FROM: Philip Morley, County Administrator '1,107� '"� Mark McCauley, Central Servic 'rector DATE: December 9,2019 RE: Adoption of the Final 2020-2021 Jefferson County Biennial Budget STATEMENT OF ISSUE: Request Board of County Commissioners approval of the attached proposed Resolution adopting a Final 2020-2021 Jefferson County Biennial Budget, and a companion Resolution adopting a salary schedule for non-union employees. On December 2, 2019, the Board held a Public Hearing and began deliberations on the Recommended 2020-2021 Jefferson County Biennial Budget. The Final Budget is identical to the recommended budget as no changes were requested or needed. ANALYSIS: Enclosed for Board action to implement the 2020-2021 Jefferson County Biennial Budget are two resolutions: 1. A Resolution to adopt the 2020-2021 Jefferson County Biennial Budget, including a Final 2020-2021 General Fund Summary, Final 2020-2021 Other Funds Summary, 2020- 2021 Staffing Schedule and 2020-2021 Special Purpose Tax Summary. These are included for final deliberation and action. 2. A Resolution to adopt a 2020 wage matrix for non-union employees. A Budget Message for the Final 2020-2021 Jefferson County Biennial Budget is also included with this memo, and it will be posted with the Budget, after the 2020-2021 Jefferson County Biennial Budget is adopted. This year the Board of County Commissioners previously adopted several Resolutions that also relate to the 2020-2021 County Budget, which are in addition to resolutions from prior years: • Resolutions 61-19 - Conservation Futures Fund Levy for 2020 Taxes • Resolution 59-19 - General Fund Levy for 2020 Taxes • Resolution 60-19 - Road Levy for 2020 Taxes • Resolution 62-19 - Diversion of Road Levy for Traffic Law Enforcement FISCAL IMPACT: As proposed,the Final 2020-2021 Budget is a balanced budget using 2020-2021 revenues and fund balance. Wages and salary adjustments are consistent with adopted collective bargaining agreements and also with Resolution No. 39-19 establishing objectives and procedures for the 2020-2021 Biennial County Budget, including a 1.75%wage adjustment for 2020 and a 1.5% wage adjustment in 2021 for non-union employees. RECOMMENDATIONS: 1. Approve the proposed Resolution adopting the 2020-2021 budget for the General Fund and Other Funds, and the 2020-2021 Jefferson Road Construction Program,the 2020- 2021 County Capital Improvement Program and the 2020-2021 Central Services Cost Allocation Plans. 2.
