APPROVAL OF MINUTES Member Smith moved to approve the special meeting minutes of March 21 and 22, 2019. Vice - Chairman Krist seconded the motion which carried by a unanimous vote. PETITION WITHDRAWAL Member Smith moved to accept the following Petition Withdrawal. Vice -Chairman Krist seconded the motion which carried by a unanimous vote. NAME APPEAL NO. PARCEL NO. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Vice -Chairman Krist moved to sustain the Assessor's valuation of $118,964 ($29,610 for the land and $89,354 for the improvements). Member Smith seconded the motion which carried by a unanimous vote. Sherry Johnston BOE 18 -04 -LO PN: 502 213 019 PO Box 88 Hoodsport, WA. 983548 The Board of Equalization held a hearing on May 19, 2019. The Assessor's representative testified that the parcel did warrant a reduction due to shoreline setback requirements. After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Member Smith moved to overrule the Assessor's original determination of $70,695 and finds that a preponderance of the evidence supports a true and fair market value of $67,328. Vice -Chairman Krist seconded the motion which carried by a unanimous vote. The Assessor's representative testified that the parcel did warrant a reduction due to shoreline setback requirements and depreciation of the existing deck. After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Member Smith moved to overrule the Assessor's original determination of $184,036 ($182,135 for the land and $1,901 for the improvements) and finds that a preponderance of the evidence supports a true and fair market value of $172,690 ($170,962 for the land and $1,728 for the improvements). After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Vice -Chairman Krist moved to sustain the Assessor's valuation of $248,841 ($52,395 for the land and $196,446 for the improvements). Member Smith seconded the motion which carried by a unanimous vote. Mark Larson PO Box 88412 Tukwila, WA. 98138 BOE 18-23-R PN: 954 600 121 The Board of Equalization held a hearing on March 19, 2019. At the hearing, The Assessor's representative acknowledged that there is not potable water on the subject property and the storage shed is in fact 48 square feet rather than 128 square feet. He recommended a $5,000 reduction for lack of potable water and reduce the value of the shed to $1,167 to reflect its correct square footage. The Board concurred that state and county restrictions discouraging and prohibiting activities typically associated with similar residential property combined with the unique nature of the subject property have negatively impacted its current market value. However, the appellant did not present documentary evidence showing that the entire subject had been deemed unbuildable. The Board finds an additional -5% utility adjustment is warranted in addition to the current -35% (utility) and the -15% (depth) bringing the total adjustments to -55%. Board of Equalization Special Meeting Minutes — March 26, 2019 Page: 4 After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Member Smith moved to overrule the Assessor's original determination of $127,933 ($126,525 for the land and $1,408 for the improvements) and finds that a preponderance of the evidence supports a true and fair market value of $110,630 ($109,463 for the land and $1,167 for the improvements). Vice - Chairman Krist seconded the motion which carried by a unanimous vote. Mattoni Living Trust BOE 18-02-R PN: 999 700 012 J. Dean Mattoni, Trustee 94 Red Cedar Lane Port Ludlow, WA. 98365 The Board of Equalization held a hearing on March 21, 2019. The Assessor's representative noted that while she thought the subject property to be superior to all of the comparable property sales provided at the hearing, she recommended a reduction be given to the subject property for a new value of $807,852 ($136,500 for the land and $671,352 for the improvements) "to be consistent with the neighborhood". After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Vice -Chairman Krist moved to overrule the Assessor's original determination of $968,761 ($136,500 for the land and $832,261 for the improvements) and finds that a preponderance of the evidence supports a true and fair market value of $807,852 ($136,500 for the land and $671,352 for the improvements). Member Smith seconded the motion which carried by a unanimous vote. Stanley & Sigrid Cummings 23 Pinewood Court Port Townsend, WA. 98368 BOE 18-09-R PN: 965 000 370 The Board of Equalization held a hearing on March 21, 2019. At the hearing, the Assessor's representative testified that he initially believed the heat pump did not impact the total valuation of the subject property but subsequently realized it had been assigned a value of $7,104 that should not have been included. The Board concurred that a $7,104 reduction in the value for the heat pump is warranted and agrees with the appellant's assertion that additional bedrooms and baths can add market value. The Board also concurred that the 660 square feet bonus room above the garage should not be valued at the same square foot price as the main living quarters. After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Member Smith moved to overrule the Assessor's original determination of $422,595 ($76,000 for the land and $346,595 for the improvements) and finds that a preponderance of the evidence supports a true and fair market value of $422,595 ($76,000 for the land and $346,595 for the improvements). Vice -Chairman Krist seconded the motion which carried by a unanimous vote. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Vice -Chairman Krist moved to sustain the Assessor's valuation of $283,490 ($52,500 for the land and $230,990 for the improvements). Member Smith seconded the motion which carried by a unanimous vote. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Member Smith moved to sustain the Assessor's valuation of $432,489 ($112,000 for the land and $320,489 for the improvements). Vice -Chairman Krist seconded the motion which carried by a unanimous vote. Due to time constraints, the Board was unable to complete all the determinations.
