PROJECT DESCRIPTION
This Shoreline Management Plan (SNIP) has been prepared for Robert and Janet Palmer for
proposed changes to an existing dwelling located within the subject parcel. The parcel is
approximately 2.33 -acres and located at 1954 East Quilcene Road, Quilcene Washington. The
purpose of this SMP is to address potential impacts to the shoreline habitat buffer by allowing
remodel/redevelopment of an existing cabin established prior to the 1920's. The property
includes an existing garage, shed and concrete handicap access near the beach. There is also an
existing gravel circular driveway that is accessed off East Quilcene Road. The property is exempt
from the current Jefferson County Critical Area Ordinance as per RCW` 36.70A.490a under the
following provision:
"(c)(i) Until the department of ecology approves a master program or segment of a master
program as provided in (b) of this subsection, a use or structure legally located within shorelines
of the state that was established or vested on or before the effective date of the local
government's development regulations to protect critical areas may continue as a conforming
use and may be redeveloped or modified if., (A) The redevelopment or modification is consistent
with the local government's master program; and (8) the local government determines that the
proposed redevelopment or modification will result in no net loss of shoreline ecological
functions. The local government may waive this requirement if the redevelopment or
modification is consistent with the master program and the local government's development
regulations to protect critical area."
The site is in Section 19 Township 27N, Range 1W (Tax ID#701194010). See Figure 1 for a Site
Vicinity Map. The property is generally rectangular in shape and situated along Quilcene Bay
which runs the length of the western property line. A portion of the northern property line is
defined by an unnamed ditched stream. The parcel is surrounded by developed single-family
residences. Topography consists of a gentle slope to low bank waterfront. The site has an
existing house, patio, garage, shed and associated utilities.
The following Shoreline Management Plan is being provided as a conceptual plan to be used by
Jefferson County Department of Community Development, the client, and/or a professional
landscaping architect for planning purposes. The client will ultimately be responsible for the
implementation and the overall success of this plan in conjunction with any additional
comments or suggestions received from Jefferson County staff. The goal of this plan is to
improve upon the current function and value of the shoreline buffer and subsequent habitat. A
planting enhancement plan will be implemented for improving current conditions. r -I

CRITICAL AREA REVIEW BACKGROUND
SHORELINE
The property is along the eastern shores of Quilcene Bay requiring a shoreline setback of thirty
feet. Quilcene Bay is a small bay located within Dabob Bay of the Hood Canal. Jefferson County
zoning is Rural Residential with a 1 dwelling unit per 5 -acres of land regulation. This parcel is a
vested nonconforming lot. Saltmarsh, Dunegrass, Surfgrass and Eelgrass fringes area located
throughout the northern Quilcene Bay area. Directly in front of the subject parcel, dunegrass is
observed as well as eelgrass drifts (detached eelgrass) scattered along the shoreline. Surfgrass,
although mapped, was not visually observed.
WATERSHED FUNCTION
This property is located in WRIA 17 Hood Canal Watershed. Hood Canal is a natural,
glacier -carved fjord more than 60 miles long, which forms the westernmost waterway and
margin of the Puget Sound Basin. The Hood Canal watershed is defined by the land and waters
within the canal's hydrographic boundary — the drainage basin in which all the water flows to
the canal. It encompasses a highly interactive system that is dependent upon the continuing
cycle of clean water and nutrients to sustain biological character.
NO NET LOSS of ECOLOGICAL SHORELINE FUNCTION, GOALS
The no net loss standard is designed to halt the introduction of new impacts to shoreline
ecological functions resulting from new development. Both protection and restoration are
needed to achieve no net loss. Restoration activities also may result in improvements to
shoreline ecological functions over time. Current science tells us that most, if not all, shoreline
development produces some impact to ecological functions leaving the challenge to allow for
shoreline development while protecting the shoreline and its functions. The no net loss
incorporates the following concepts:
• The existing condition of shoreline ecological functions should not deteriorate due to
permitted development. Shoreline functions may improve through shoreline restoration.
* New adverse impacts to the shoreline environment that result from planned
development should be avoided. When this is not possible, impacts should be minimized
through mitigation sequencing.
■ Mitigation for development projects alone cannot prevent all cumulative adverse
impacts to the shoreline environment, so restoration is also needed.
Specific to this project, the goals are to minimize impacts through best management practices
and to mitigate impacts through shoreline buffer enhancement (native planting plan). Currently,
the existing shoreline buffer is lawn with very little function and value. Mitigation sequencing
has been applied by not redeveloping the subject parcel towards the shoreline environment but
rather laterally or away from the shoreline environment. Avoidance is not possible as the -
current structure is in a flood prone area that began when the local government agency M
rerouted a stream which once entered and exited the property near the eastern property area

and offsite to the south. This ditched/man-made feature has created regular stream flooding
events that have put the existing structure in constant imminent danger. By no fault of the
property owners, the existing dwelling structure will need to be brought up approximately 2-3
feet above its current grade to avoid floodwaters created by the county's relocation of the
stream.

Avoidance: would mean no changes to the property will occur; this includes proposed shoreline
planting enhancement. The current residence is in constant imminent danger from stream
flooding created by Jefferson County when the stream channel was relocated to construct
Lindsay Hill Road. Avoidance would cause loss of property and potential harm to people.
Minimixatiorn: The planned remodel/redevelopment will not create impervious surface area in
the direction of the shoreline but rather will run laterally or away from the shoreline. The initial
house design would have placed the house closer to the shoreline. The vested shoreline setback
is 30 feet where the redeveloped house will be over 100 feet from the shoreline OHWM.
Mitigation: Mitigation is the best available option for a property that is already developed and
well established. Mitigation is described below:
Mitigation includes improving the existing buffer by enhanced planting. Approximately
4,530 -square feet of new planting areas are planned. The current planting areas are either lawn
or gravel. Overall, the added native plants are meant to mimic and blend with the natural
shoreline landscape whereas the current ecotone is lawn with no favorable habitat features.
Planting areas are designed to not only improve the shoreline environment but also improve the
riparian area adjacent to the ditched stream. These mitigation features will help to offset tCz

impacts expected from the redevelopment of the single-family residence within the 200 -foot
Shoreline Master Program buffer. Specifically, the plan will provide mitigation as follows for
shoreline and stream habitat enhancement.
• No added impervious surface area is planned within the first 125 feet from the OHWM.
Existing impervious within the Shoreline Master Program boundary will be left as they
are or redeveloped.
At least 12 varieties of native vegetation will be added to the seaward and stream side of
the residence. The seaward side of the home is mowed lawn with no significant function
or value to the shoreline environment. Most of the stream buffer adjacent to the
residence is currently bare earth or gravel. Improving these areas will provide a
substantial increase in function to the habitat.
■ Water drainage from the existing house is currently draining directly from roof gutters to
splash blocks at the house. The new remodel will utilize the same type of stormwater
control on the waterside of the house but will be designed to better infiltrate away from
the house while allowing for natural filtration. The east side of the house's roof gutters
will be designed and mitigated via the recommendations of the project Geotech.
■ Habitat features such as bat boxes and bird baths should be added but are not required.
A three to five year vegetation monitoring plan should be implemented
post-construction/post-planting.
+ All seaward outdoor lighting should face downward to limit light impact.
• Temporary impacts may occur during site preparation and during construction of the
single-family residence redevelopment. Measures will be taken to minimize these
impacts as well as controlling increased sediment flow into Quilcene Bay. Best
Management Practices should be followed during all construction and landscaping
phases of the project. Silt fences and plastic construction fences should be used to
prevent encroachment to shoreline or its buffer by construction associated activities.
Temporary fencing will be removed after the site work has been completed and the site
is fully stabilized per County approval.
The redevelopment of the parcel does not fall within the setback of the current vested
buffer and therefore is exempt from typical Critical Area buffers following guidelines
found in RCW 36.70A.480a. Jefferson County has requested a function and value
assessment of the property and shoreline environment but has not required the
enhancement portion of this project. As stated in an email correspondence with
Jefferson County Community Development Planner Shannon Glass; "A fish or wildlife
biologist report showing a no net loss would likely include areas of native vegetation
enhancement. While not required good site planning, vegetation protection, integrating
native plants into a garden design, and other low impact development is encouraged." To
best apply good stewardship of the environment, the property owners have agreed to
include the extensive planting enhancement as outlined in this report even though it is a Lr)
recommendation but not a requirement. W

DESCRIPTION OF ON-SITE HABITAT AND SPECIES
This site lies in a well-developed area, surrounded by residential homes. Vegetation in the
adjacent area mainly consists of lawn and minor homeowner landscaping. The Washington
Department of Fish and Wildlife Priority Habitat and Species (PHS) report no landward priority
species and no bald eagle nest sites within''/: mile of subject property. The following habitat is
mapped within %: mile of the subject parcel seaward of the western property line: Estuarine
Intertidal Habitat adjacent to subject parcel; Dungeness Crab scattered throughout the deep-
water habitat in Quilcene Bay, Harbor seal haul out north of parcel; Waterfowl concentrations
north Quilcene Bay; Estuarine Intertidal zones along shoreline of parcel; and Pacific Herring
breeding grounds south of subject parcel. No special regulations extend onto this property
because of proximity of endangered, threatened or sensitive species or the property lacks
proper habitat to support such species. The following measures should be considered to ensure
habitat stability:
■ Control pets. Domestic animals can serve as predators against wildlife or damage critical
plant species.
■ Limit the use of herbicides or pesticides particularly near the areas of berry, fruit or mast
producing shrubs or trees. This will help ensure the availability of foraging for wildlife.
Even fertilizing lawn can degrade nutrients available to animals,
■ Limit the use of insecticides. Insect populations are important on many ecological levels
particularly as a food source for insectivores.

PROTECTION OF VEGETATIVE BUFFERS
The portion of the property controlled by shoreline and stream buffers will be retained in its
post -enhanced condition and any use of this area that will impair or interfere with the
environmental value will be prevented. With the exception of enhancing the buffer, this area
will be preserved and protected from secondary impacts indicative of normal use of the
property. Measures to ensure this level of protection within the buffers include the prohibited
uses listed below:
• Additional construction of buildings within the approved shoreline buffer or stream
buffer unless permitted by Jefferson County Department of Community
Development.
• Dumping or placing soil or other substance or material as landfill or dumping or
placing of trash, waste or unsightly or offensive materials. Soil used for
redevelopment of the property as permitted by the County is acceptable.
• Removing or destroying trees, shrubs or other vegetation, with the exception
invasive species removal. Trees may be removed if they are deemed hazardous by a
certified arborist or they exist outside regulated buffer.
■ Excavating, dredging or removing loam, peat, gravel, soil, rock or other material
substances such as wood in such a manner to affect the surface.

* Activities detrimental to drainage, flood control, water conservation, erosion control,
soil conservation, or fish and wildlife habitat preservation.
ANALYSIS OF EFFECTS
The proposed development is adjacent to a shoreline of the state requiring protection through a
number of local, state and federal provisions. Implementation of the Shoreline Management
Plan is aimed to maintain and enhance the structural and functional integrity of the habitat from
the perspective of the entire watershed.
The proposed house redevelopment is being mitigated on the property to facilitate maintaining
the watershed integrity through preservation of buffer areas, buffer enhancement and
mitigation plantings. The area between the proposed site redevelopment and the shoreline will
be enhanced to the fullest extent to compensate for increased impervious area or structural
changes. Because there is a stream that runs along a portion of the northern property line which
outfalls to the shoreline; the stream habitat plays an integral role in maintaining shoreline
integrity. Native planting areas are located along the stream channel to improve the function of
the stream and its relationship with the shoreline habitat.
Ecological effects of this project include increased impervious surface area, increased lighting,
and an increased house footprint. Increasing impervious area can have the potential to increase
stormwater entering the bay; however, due to maintaining over 100 feet of distance between
the house and shoreline, the impervious area stormwater will be filtered through the natural
landscape.
Nearly the entire seaward side of the existing residence is comprised of mowed lawn. Mowed
lawn provides little to no function or value in protecting the shoreline environment. Adding over
4,500 square feet of native plants to the parcels landscape will provide a net gain to the overall
function of the shoreline buffer. Plants planned along the stream channel will lower water
temperature and provide needed habitat for biological roles instream as well as downstream.
This also creates a net gain in functional value to the shoreline environment.
MITIGATION MEASURES TO CREATE NO NET LOSS TO FUNCTION
Mitigation for redeveloping the parcel will be via creating three areas of native planting. Each
planting area will be planted with species that mimic the current shoreline ecotone and upland
ecotone including stream riparian habitat enhancement. Over 4,500 square feet of native
planting area is planned and replaces bare earth, gravel or mowed lawn. The new vegetation
will be monitored for a minimum of 3 -years post -planting. Failed vegetation will be replanted
accordingly to ensure 100% survival after the first year and 80% survival after 3 years.

on availability and also any personal preferences by the client and/or landscape architect.

The planting areas are illustrated in detail on the attached Palmer Planting Schematic. Total
planting area is approximately 4,530 -square feet.
Using container plants (as opposed to bare root) and planting between October 15th and March
15th will increase success rates. Periodic irrigation during extended dry periods may be
necessary during the first couple years. Bark chip mulch or planting mats should be placed
around the base of each plant to improve moisture retention and to reduce competition from
weedy species.
NON-NATIVE / INVASIVE SPECIES CONTROL
No non-native or invasive species are found on the subject property seaward of the existing
residence.
PERFORMANCE STANDARDS
The primary goals of the mitigation plan are to enhance the existing shoreline and stream buffer
and enhance the native plant community with increased diversity. These goals will be met by
utilizing best management practices during the construction period. This is done so that minimal
impacts occur in the critical areas during the planting to help increase the success rate for
healthy, vigorous vegetation. Ultimately, by the third year following implementation of the
plantings, the enhanced areas should meet these performance standards.
■ Minimum of 80 percent average native vegetative cover of trees and shrubs throughout
the mitigation areas by the end of the three year monitoring period.

■ One hundred percent survival of planted shrubs at the end of the first year.
■ Eighty percent survival of planted trees and shrubs at the end of the third year of the
monitoring period. Survival rate is established as a goal and may be adjusted where
natural regeneration, growth, and colonization has resulted in minimum plant cover, as
defined above.
■ Less than ten percent cover within the designated mitigation area by invasive weedy
species at the end of each growing season during the three-year monitoring period.
MONITORING PLAN
Jefferson County Department of Community Development may request a monitoring report to
be submitted during installation and over a period of time. We recommend at a minimum that
photo points be established so that you can provide County officials photographic evidence of
successful survival standards. A project biologist or landscape professional should be on-site
during installation to ensure proper methods are being" used. The project biologist ca -n
periodically check on the status of planted vegetation during the three year period and provide
letters to the County addressing project status. If Jefferson County Department of Community
Development requires a more rigorous monitoring plan, the plan should be executed as follows:
The enhanced planting areas will be monitored yearly over a length of time determined by
Jefferson County Department of Community Development. If monitoring is required, standard
monitoring periods will be conducted in Years 1, 2, 3, and year five if the County requires a
lengthier monitoring period. Monitoring will be conducted using the techniques and procedures
described below to quantify the survival, relative health, and growth of plant material. A
monitoring report submitted at the end of the year of each monitoring year will describe and
quantify the status of the mitigation at that time.
Vegetation monitoring consists of two (2) tasks. The first is an inspection of planted material to
determine overall health and vigor. Survival of all planted material will be quantified during each
monitoring event. The second task will be the sampling of the plant community to determine
that adequate vegetative coverage is developing.
Photo stations should be set up along different portions of the buffer to visually document the
overall appearance of the mitigated area.
Visual observation of all wildlife species observed during the monitoring should be recorded.
MAINTENANCE PLAN
The primary goals of the Mitigation Plan are to enhance buffers by increasing plant community
diversity and habitat complexity while preserving water quality and habitat value.
The Maintenance Plan will ensure that the installed plants survive and meet the performance
standards within the monitoring period. Maintenance includes watering as needed during the Q
dry season. If the plants are installed during the dry season of the installation year, a temporary r" l
or permanent irrigation system may be necessary.

Removal of all non-native, invasive, and noxious vegetation will be conducted yearly. All removal
of vegetation is to be conducted by hand without the use of pesticides or chemicals. All debris
will be removed from the site and disposed of in an approved landfill. Volunteer native shrub
and tree species will not be removed and will be included as part of the enhancement plan.
CONTINGENCY PLAN
If the monitoring results indicate that any of the performance standards are not being met, it
may be necessary to implement a Contingency Plan. Careful attention to maintenance is
essential to ensure that problems do not arise. Should any part of the site fail to meet the
success criteria, a Contingency Plan will be developed and implemented with the lead regulatory
agency. Such plans are prepared on a case-by-case basis to reflect the failed mitigation
characteristics.
