Statement of Issue: Publication of the Call for Bids is required for the procurement of products in accordance with RCW 36.32.240 Et RCW 39.04. Analysis/Strategic Goals/Pro's Et Con's: These aggregate products are for use by the Department of Public Works Road Operations crews in the annual road maintenance Et chip seal preservation program in calendar years 2020 and 2021. Fiscal Impact/Cost Benefit Analysis: The purchase of aggregate products is accounted for in the Dept. of Public Works 2020 and 2021 Road Operations Budgets. The estimated value of this two (2) year supply contract is $245,000.00, plus Washington State Sales Tax. Recommendation: The Department of Public Works recommends the Board approve the Call for Bids and authorize the Chair to sign the attached Call for Bids document where indicated, and then return it to the Department of Public Works for publishing. Department Contact: Dale Seward, Project Manager, 385-9353 Reviewed By: Morley, Co my Administr Date NOTICE TO CONTRACTORS CALL FOR BIDS FOR Supply of Aggregate for Bituminous Surface Treatment in Jefferson County in Calendar Years 2020 and 2021; County Project 18020390 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on January 27, 2020 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, WA 98368, for supply of aggregate for County Project No. 18020390. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This Contract provides for supply and delivery of aggregate products for use by the Jefferson County Department of Public Works in the annual road surface maintenance program on various county roadways in calendar years 2020 and 2021, all in accordance with the Contract Provisions and the current Standard Specifications. The estimated value of this two-year contract is $245,000.00 (plus Washington State Sales Tax). Bids shall be submitted in accordance with the Contract Provisions and Specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies and/or electronic copies may also be obtained by calling the Department of Public Works at (360) 385-9160, or by emailing pubworks@co.jefferson.wa.us. Each bid shall be accompanied by a proposal guarantee in the form of a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five percent (5%) of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract within ten (10) calendar days of the bid award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises, as defined at 49 CFR Part 26, will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
