Petranek Appeal No.: BOE 18-18-R Parcel No.: 001 202 018 Issue: Under appeal is a single family residence located at 357 South Edwards Road in Port Townsend. It is a double wide mobile home with 3 bedrooms and 2 baths located on 5.63 acres. The appellant estimates the value to be $202,965 ($133,965 for the land and $69,000 for the improvements). The Assessor's valuation of the property as of January 1, 2018 is $229,107 ($133,965 for the land and $95,142 for the improvements). Appellant's Argument and Evidence: The appellant listed a number of issues on her petition including: (1) No deck; (2) Skirting around the home is 22 years old and broken; (3) Appliances are very old; and (4) The Bluebook fair market value is inflated. She did not submit the second page of the petition therefore no comparable property sales were presented. Assessor's Argument and Evidence: The Assessor's representative presented 3 comparable property sales of double wide mobile homes all of which had 3 bedrooms and 2 baths and were of good quality as is the appellant's property. The sales were from May, 2017 to May, 2018 and the prices were in the range of $250,000 to $280,000. All 3 properties had less acreage than the appellant's. The Assessor's representative reviewed the subject property and a comparable sales in February, 2019 and recommended an adjustment to the assessed value of the improvements due to the absence of a deck. He recommended a reduction of the value of the improvements from $95,142 to $90,827 with the new total value reduced to $224,792. Decision: As a result of the recommendation by the Assessor's representative detailed above, the Board of Equalization overruled the original valuation and reduced the total valuation to $224,792 ($133,965 for the land and $90,827 for the improvements).
