Jefferson County Board of Commissioners
Regular Meeting — Monday, December 16, 2019, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding the JeffCo Aquatic Coalition's efforts for continuing the aquatic facility in Port
Townsend and building a new facility.
• Comment regarding the YMCA, the Port Townsend aquatic facility and a proposed Metropolitan
Parks District.
• Comment regarding a letter from the Fire Chief of East Jefferson Fire Rescue regarding the Jefferson
County Sportsmens Association (JCSA).
• Comment regarding a recent motor vehicle accident and making SR19 safer for drivers.
• Comment regarding noise from the JCSA and the upcoming holidays.
• Comment regarding SR19, the Growth Management Act goals and rules.
• Comment regarding Consent Agenda Item No. 5 re: Port Hadlock Wastewater project outreach, the
community's support of schools and the Port Townsend aquatic facility.
• Comment regarding the history of the two cannons at Memorial Field, and the Puget Sound Coast
Auxillary Museum's interest in the cannons if they are to be removed from the field.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period which led into brief discussions about Consent Agenda items.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 72-19 re: In the Matter of Finding and Determination to Declare Certain
Personal Property as Surplus and Authorize Disposal (Less Than $2,500 Value)
2. RESOLUTION NO. 73-19 re: Adopting a Corrected Salary Schedule for the FLSA and Union
Exempt Management and Professional Employees for 2020
3. CALL FOR BIDS re: Center Road M.P. 14.61-15.01 Resurface and Restore: County Project

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
The meeting was recessed at 10:11 a.m. and reconvened at 10:17 a.m. with all three
Commissioners present.
HEARING re: 4th Quarter 2019 Budget Appropriations/Extensions; Various
County Departments: County Administrator Philip Morley reviewed the 4th Quarter budget
appropriations of various County departments. He explained amendments made to those requests.
Chair Dean opened the hearing for public testimony. Harvey Olson provided testimony. Hearing no
further comments, Chair Dean closed the public hearing.
After deliberations, Commissioner Sullivan moved to approve RESOLUTION NO. 74-19 re: 4th
Quarter 2019 Budget Appropriations/Extensions; Various County Departments, as amended.
Commissioner Brotherton seconded the motion which carried by a unanimous vote.
HEARING re: Ordinance to Impose a Sales and Use Tax For Affordable and
Supportive Housing to Be Credited Against the State Sales and Use Tax: County Administrator
Philip Morley explained the proposed ordinance that would be used to support affordable housing and
supportive housing serving low income people at or below 60% of Area Median Income. This new
revenue stream for affordable housing was authorized this year with the enactment of Substitute House
Bill 1406 and Jefferson County adopted a Resolution of Intent per Resolution No. 35-19 on October 14,
2019. Per SHB 1406, an Ordinance needs to be adopted within one year of July 28, 2019. He reviewed
suggested changes to the proposed Ordinance's verbiage that clarify the sales and use tax would not
increase the cost to the consumer, but would instead be credited to the County as a deduction from the
state's share of the sales and use tax.
Chair Dean opened the hearing for public testimony. Sam Schusterman provided testimony. Hearing no
further comments, Chair Dean closed the public hearing.
County Administrator Morley provided more information on the estimated amount of revenue, which is
anticipated to fluctuate. After deliberation, Commissioner Brotherton moved to adopt ORDINANCE
NO. 16-1216-19 re: Imposing a Sales and Use Tax for Affordable Housing and Supportive Housing in
Accordance with Substitute House Bill 1406 (Chapter 228, Laws of 2019) to be Credited Against the
State Sales and Use Tax, as amended. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
COMMISSIONERS' BRIEFING—Continued: The Commissioners and County
Administrator discussed upcoming meetings and events.
The meeting was recessed at 11:12 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.

COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• BRIEFING re: Partnership to Explore Options for Continuing and Enhancing a
Community Pool and Recreation Facility: The Board met with City of Port Townsend staff
and the YMCA Project Coordinator to discuss the issue.
• 2020 Board and Committee Assignments; continued discussion
• 2020 Census; grant request
• Evaluation of County Administrator's performance; February 2020
• Social Media Policy; to discuss at the next Quarterly Elected Officials/Directors meeting
• JeffCOM; upcoming meeting
• Legislative Update
• Port Hadlock Sewer Project; financing update
NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at 3:28 p.m. until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
