Hello Donna —
The materials submitted to you via my three emails on October 18th, plus the materials submitted via my email of December 301h
should be the complete up-to-date package. That package does contain some items that were also submitted with the April
package, (such as the original Permit Application and Supplemental Shoreline Development application, both dated 3/12/19) but
were unchanged in the October 181h package. But unless I overlooked something, the above referenced emails contain everything.

Just to make sure there are no misunderstandings, the shoreline application that DCD is to review is based on the
October 18, 2019 and the December 30, 2019 submittals. Please confirm that these are intended to supersede the
application originally submitted in April 2019.

Hello Donna and Phil —
Attached please find the updated Cumulative Impacts Addendum, which now incorporates all of the materials we
received from the Corps via our FOIA requests, and also references the
impact of the Coalition to Protect Puget Sound Habitat, v. U.S. Army Corps of Engineers case.
I have incorporated the Addendum and all of the referenced Appendices into one document, which I see is 17
MB. Please confirm if you have been able to receive and open this. I can send the base document and the
attachments separately, by two or more emails if need be, and this should keep the file sizes down.
It is my understanding that we have now fully addressed all matters raised in Donna's letter of July 10, 2019, and
that this matter is now ready to be noticed. If that is not the case, or if you need anything else from me to
complete the process, please let me know.
