SUBJECT: Agenda Item — Amendment No. 2 to the Interlocal, Professional Services
Agreement with Jefferson County Conservation District (JCCD) Strait
Priority Areas Project; May 1, 2017 — January 31, 2020; Additional $17,291
for a total $65,143.
STATEMENT OF ISSUE:
Jefferson County Public Health, Department of Environmental Health, Water Quality requests Board approval of
Amendment No. 2 to the Interlocal Agreement for Professional Services with Jefferson County Conservation
District; May 1, 2017 —January 31, 2020; Additional $17,291 ($12,954 eligible cost increase with $4,337
match) for a total project cost of$65,143.
ANALYSIS/STRATEGIC GOALS/PROS and CONS:
The Jefferson County Conservation District has been retained to perform water quality monitoring activities,
agricultural surveys and public outreach in the Strait Priority Project area. The project area includes the
watersheds of Salmon, Snow, Contractors and Eagle Creeks and the Discovery Bay and Port Townsend
shorelines. This amendment will allow increased data analysis to include microbial source tracking and
scientific literature review, to be included in an expanded comprehensive water quality report produced by the
District. The amendment will allow additional District staff time needed for the data analysis, reporting and
associated project management.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
The County's share of this project that is paid to the Jefferson County Conservation District is fully funded by a
grant from the Washington Department of Ecology, WQC-2017-JeCoPH-00167 Strait Priority Areas Project.
Amendment No. 2 adds $12,954 to the County's share of the project. Amendment No. 2 also requires the
Conservation District to provide $4,337 in match. Total project costs are as shown.

The Agreement between Jefferson County Conservation District(District) and Jefferson County
(County) for Professional Services to be provided in connection with the Strait Priority Areas Water
Quality Project of Jefferson County Public Health is amended effective December 1, 2019.
AMENDMENT PURPOSE
The purpose of this amendment is to allow increased data analysis to include microbial source tracking
and scientific literature review, to be included an expanded comprehensive water quality report.

All other terms and conditions of the previous agreement amended March 11, 2019,remain
unchanged. All work performed consistently with the agreement prior to the execution of this
