HomeMy WebLinkAbout011320_ca07 Consent Agenda Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Philip Morley, County Administrator Erin Lundgren, Clerk of the Board DATE: January 13, 2020 SUBJECT: MEMORANDUM OF AGREEMENT (MOA)re: Amending Appendix B— Classifications of the UFCW Collective Bargaining Agreement, and Implementing Pay Equity Adjustments for Certain UFCW job classifications for 2019 and 2020 Based on the Results of the Total Compensation Study Conducted by Cabot Dow STATEMENT OF ISSUE: The UFCW Collective Bargaining Agreement, Appendix B - Classifications needs to be amended, and pay equity adjustments need to be made for certain UFCW represented job classifications that were identified in the recent Total Compensation Study as being the most severely out of range with similar jobs in our comparable counties. ANALYSIS: Jefferson County initiated a Total Compensation Study project to compare the total compensation of job classifications in Jefferson County with similar job classifications in its seven comparable counties to help identify job classifications where the greatest inequities exist. The Total Compensation Study was complete in December 2018 for implementation in January 2019, however implementation of the pay adjustments was temporarily delayed pending negotiations with the UFCW bargaining unit for their union represented job classifications. The negotiations with the bargaining unit have now reached conclusion. The attached Memorandum of Agreement(MOA) was agreed to by employees represented by UFCW and the union approved the MOA on January 6, 2020. FISCAL IMPACT: In 2019, the County set aside $40,000 of budgeted funding to make a first set of equity adjustments for those job classifications most behind our comparable counties. In the 2020-2021 Biennial Budget the County has been able to carve out funding for a second set of equity adjustments that further closes the pay equity gap. These adjustments to job classifications will positively affect 48 UFCW represented employees. RECOMMENDATION: Approve and sign the Memorandum of Agreement. Jefferson County(County) and UFCW 21 (Union)have entered into a Collective Bargaining Agreement(CBA)through December 2020;and B. The County and the Union have been in discussions regarding the implementation of the Cabot Dow Wage Study; and C. Having meet,confirmed and bargained regarding the impact on employees of the Wage Study to the point of agreement. THEREFORE, IT IS AGREED: 1. Attached hereto labeled Exhibit I is the revised APPENDIX— B Classifications. 2. Attached hereto labeled Exhibit H is the 2019 Wage Study adjustments. 3. Attached hereto labeled Exhibit III is the 2020 Wage Study adjustments. The foregoing being the agreement of the parties resolving all issues regarding the Cabot Dow Wage Study,each has signed and dated this agreement to become binding on the signing party as of the date signed by the signatory.
