Jefferson County Board of Commissioners
Regular Meeting — January 6, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
REORGANIZATION of the BOARD: Chair Dean moved to nominate Commissioner
Greg Brotherton to be Chair of the Board for 2020. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment thanking the Commissioners and staff for support of the Port Townsend Senior
Association.
• Comment regarding the traffic situation on Highway 19.
• Comment regarding the position of the flag in the Commissioners' Chambers.
• Comment regarding holiday traditions and the need to make people aware to not fire a gun into
the sky, and noise from the Jefferson County Sportsmens Association(JCSA), and the agreement
with the JCSA.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 01-20 re: In the Matter of Finding and Determination to Declare Certain
Personal Property as Surplus and Authorize Disposal
2. CALL FOR BIDS re: Jefferson County Courthouse Boiler Replacement; Bids Accepted Until
9:30 a.m. and Opened and Read Publicly at 10:00 a.m. on Monday, February 3, 2020 in the
Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, WA
3. CALL FOR BIDS re: Supply of Aggregate for Bituminous Surface Treatment (BTS) Programs
for Calendar Years 2020 and 2021; Bids Accepted Until 9:30 a.m. and Opened and Read
Publicly at 10:00 a.m. on Monday, January 27, 2020 in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend
4. AGREEMENT re: Jefferson Universal Movement Playground(JUMP) Design for an accessible

13. MINUTES re: Regular Meeting Minutes of December 16, 2019
14. Payment of Jefferson County Vouchers/Warrants Dated December 16, 2019 Totaling
$655,746.28 and Dated December 23, 2019 Totaling $216,531.82 (Records of all claims submitted for
payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by
the Jefferson County Auditor and Public Works Department.)
15. Payment of Jefferson County Payroll Warrants Dated December 20, 2019 Totaling.
$76,245.63 and A/P Warrants Done by Payroll Dated December 20, 2019 Totaling $16,529.22
and Dated December 28, 2019 Totaling $14,430.98 (Records of all claims submitted for payment along
with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed upcoming meetings. Commissioner Dean left the meeting at 9:31
a.m. and returned at 9:33 a.m.
DISCUSSION re: Approval of Homeless and Affordable Housing Request for
Proposal Funding and Release of the Request for Proposal(RFP): Public Health Director Vicki
Kirkpatrick and County Administrator Philip Morley explained that the Joint Oversight Board(JOB) on
Affordable Housing and the Housing Task Force members and Facilitator have been tasked with
creating an RFP and an RFP application. The JOB recently met and approved funding levels from Fund
148 Affordable Housing Fund and from Fund 149 Homeless Housing Fund. After discussion,
Commissioner Sullivan moved to approve the RFP and to authorize the release of the RFP.
Commissioner Dean seconded the motion. She stated that she wished more funds could be distributed,
but respects the process. Chair Brotherton called for a vote on the motion. The motion carried by a
unanimous vote.
The meeting was recessed at 10:25 a.m. and reconvened at 10:36 a.m. with all three
Commissioners present.

COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners
reviewed items to discuss during the afternoon session and spoke more in detail about the Interlocal
Shoreline Master Plan Effectiveness Study(Consent Agenda Item No. 11).
The meeting was recessed at 10:45 a.m. and reconvened at 1:33 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• DISCUSSION re: Opioid lawsuit
• CONTINUED DISCUSSION re: 2020 Board and Committee Assignments: The
Commissioners reviewed the list and made changes. Commissioner Dean moved to approve the
2020 Board and Committee Assignments, as amended. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:18 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
