Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, October 23, 2019 at 4:15 p.m.
Cotton Building
607 Water Street, Port Townsend, WA 98368
CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Special
Meeting to order in the presence of Member Amanda Funaro, Member Terry Smith and Member Frank
Hoffman. Also present was Public Health Director Vicki Kirkpatrick. City of Port Townsend
Councilmember Michelle Sandoval was not present.
PUBLIC COMMENT PERIOD: There were no public comments received.
APPROVAL of MINUTES: Member Smith moved to approve the Special Meeting
Minutes of September 25, 2019 as presented. Member Funaro seconded the motion which carried by a
unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
• HOMELESS HOUSING TASK FORCE MEMBERSHIP re: Addition of member(s): The
Committee discussed Task Force membership. Member Smith moved to appoint Jean Camfield
with Bayside Housing to the Affordable Housing Task Force. Member Funaro seconded the
motion. The motion carried.
• 2020 Shelter Operations: The Committee reviewed the issue. The group discussed a variety of
considerations. Jefferson County Deputy Clerk of the Board Carolyn Gallaway was asked to
provide OlyCAP's most recent report via email for the JOB members to review. Further discussion
on the topic was tabled until the next meeting.
ADDITIONAL BUSINESS re: Quorum and Membership: The Committee discussed the issue.
• FUTURE MEETINGS and AGENDA ITEMS: Member Funaro moved to schedule a Special
Meeting on November 13, 2019 at 4:15 p.m. and cancelling the November 27, 2019 meeting.
Member Hoffman seconded the motion. The motion carried. Member Smith moved to hold a
Special Meeting on December 11, 2019 at 4:15 p.m. and cancel the meeting on December 25, 2019.
Member Funaro seconded the motion. The motion carried.
Public Health Director Vicki Kirkpatrick, Facilitator Lizanne Coker and other J.O.B. members will
be attending the November 12, 2019 Board of County Commissioners meeting and the City of Port
Townsend Council meeting to discuss the Five (5) Year Local Homeless Housing Plan.

• ADDITIONAL BUSINESS re: Miscellaneous Issues: The Committee discussed the Request for
Proposals (RFP) process, January meeting dates, OlyCAP, Prop 1 and housing. Member Smith will
reach out to OlyCAP regarding timing for RFP process for shelters. Deputy Clerk Gallaway noted
that the size of the Task Force has grown to 22 members, requiring a quorum of at least 12
members.
PUBLIC COMMENT PERIOD: There were no public comments received.
The next meeting of the Joint Oversight Board will be a Special Meeting on November 13,
2019 at 4:15 p.m. at the Cotton Building.
NOTICE OF ADJOURNMENT: Member Funaro moved to adjourn the meeting at
5:18 p.m. Member Hoffman seconded the motion.
